Work environment

Intent of the process

This process is used to establish a pool of partially or fully-qualified candidates, which may be used by Immigration, Refugees & Citizenship Canada to staff similar positions at an identical group and level with various linguistic profiles (bilingual imperative BBB/BBB, bilingual imperative CBC/CBC), various security profiles and various tenures using various staffing activities, in the National Capital Region (Ottawa-Gatineau).

EDUCATION

Ed1. A bachelor’s degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group;

*The experience required must be related to financial management and relevant to the FI position being staffed. EXPERIENCE

E1. Extensive* experience in one (1) or more of the following areas:
(a) financial operations (accounts payable, accounts receivable, revenue management, salary management);
(b) corporate/enterprise accounting (chart of accounts, monthly trial balance, annual financial statements, external reporting);
(c) resource management (financial planning, budgeting, forecasting, annual budget documents, corporate/enterprise funding requests, resource allocation);
(d) financial analysis and advisory services;
(e) internal or external auditing;
(f) internal controls (fraud risk management, quality assurance, monitoring, financial policy);
(g) financial systems (development, implementation, testing, maintenance, user support, and/or training);
(h) cost estimation, costing and/or financial analytics; and
(i) financial management of grants and contributions (review and assessment of funding requests; monitoring of contribution agreements; audit of recipient claims and payment processing).

* Extensive is defined as the depth and breadth of experience generally acquired during two (2) or more financial cycles, for a combined total of 24 months on a full-time basis.

OCCUPATIONAL CERTIFICATION
AEd1. Membership in good standing or eligibility* for a professional accounting designation (CPA).

*Eligibility means the candidate has met all academic and work experience requirements of the program for a recognized professional accounting designation as outlined by the CPA association.

EXPERIENCE
AE1. Work experience in the finance sector within the federal public service (including separate agencies and Crown corporations).
AE2. Work experience in an accounting or auditing firm.
AE3. Experience with Microsoft Excel advanced functionalities such as creating pivot tables, Vlookup Function, IF Function, using complex formulas, creating macros, etc.
AE4. Experience using the SAP financial system (e.g., data entry, running financial reports).
AE5. Experience in using the SAS software and/or activity-based costing.
AE6. Experience in using Microsoft Power BI or other business intelligence or data analytics.

CONFLICT OF INTEREST - REGULATED CANADIAN IMMIGRATION CONSULTANTS (RCICS)

To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). FREQUENTLY ASKED QUESTIONS:

1. Can I send my application to the email address provided on-the-job advertisement?

No, all applications must be submitted online through the Public Service Resourcing System (PSRS). Applications and CV submitted by email will not be accepted or considered.

3. Why was my application automatically “screened-out“ when I submitted it?

In order to be “included in the inventory“ you must meet all the essential qualifications when submitting your application. Should you receive a "screened-out" message immediately after submitting your application, you have likely responded 'No' to a screening question assessing an essential qualification. If you incorrectly responded 'No' to a qualification you do in fact possess, simply retrieve your application and update your response to the screening question.

4. Some advertisements state that random selection may be used to identify which applicants will be assessed during the appointment process. What is random selection?

Random selection is a strategy that is sometimes used to manage applicant volume. It identifies a sub-sample of applicants by applying the element of chance at some point during the appointment process, using criteria identified by the hiring organization.

5. How is this sub-sample of applicants determined?

To determine the sub-sample of applicants, the hiring organization identifies the following:
- criteria that candidates must meet; and
- the number of candidates to be selected.

With the assistance of an electronic system that contains information on all applicants, candidates who meet these criteria are identified and the sub-sample is randomly selected from that group. The Public Service Resourcing System - the electronic system used to advertise job opportunities within the Public Service of Canada, and receive and select applications - performs the random selection function.

6. What does it mean to be “included in inventory“?

When submitting your application, your status may be: Results available: included in inventory. This is a system-generated message that refers only to your application having been successfully submitted to the inventory.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
