The position of Executive Director plays a critical role in enabling successful implementation of Government policy and supporting the Treasury Board Cabinet Committee.
The Executive Director is responsible for developing advice for Ministers on the effectiveness of implementation plans of key government policies and programs. As an integral part of the central agency management team, the Executive Director works closely with colleagues at various departments such as but not limited to the Privy Council Office and Finance Canada to ensure coherence with policy and funding decisions. This includes early engagement on files so that implementation considerations are embedded right at the beginning of the policy process. The Executive Director develops a deep understanding of client departments’ mandates and operational challenges in order for the Treasury Board Secretariat to play an effective challenge function while helping departments successfully execute the government’s priorities.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE:
- Significant* experience in providing advice, recommendations and briefings to senior officials (high level officials, such as deputy ministers or chief executive officers or other equivalent levels as deemed acceptable by the selection board) on complex program or policy issues;
- Significant* experience in policy or program development;
- Experience in building and maintaining partnerships with various stakeholders such as federal government officials or other orders of governments, Indigenous communities, Black and/or other racialized communities and academia;
- Experience in managing human resources.
Definition:
Significant* is defined as the depth and breadth of experience normally associated with the performance of those duties at an executive level or equivalent for a period of approximately three (3) years.

- Bilingual non-imperative (CBC/CBC).
*The majority of appointments from this pool will be bilingual imperative CBC/CBC. However, at the manager's discretion, some appointments could be done bilingual non-imperative CBC/CBC.

Additional qualifications may be required by the hiring manager(s) depending on the position being staffed. Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status
For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. *NOTE: The majority of the positions to be staffed require a ‘Secret’ security clearance. Some positions may also be staffed that require a ‘Top Secret’ security clearance.
AGREEMENT TO BE DEPLOYED:
Executive (EX) Group employees are subject the Directive on the Terms and Conditions of Employment for Executives which includes Agreement to being deployed as a condition of employment.

*Note that a top-down selection of candidates may be used to determine those who will be given further consideration in the assessment process.

ADDITIONAL INFORMATION:
