Intent of the process

The immediate need is to create a pool of qualified candidates to staff temporary and/or permanent positions, (including acting appointments and deployments), with various language requirement: Bilingual imperative, English Essential or French Essential
Profile(s) (e.g. BBB/BBB, CBC/CBC, BBC/BBC).

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

• A degree from a recognized post-secondary institution with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group; or
• Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).

Degree equivalency

E1. One year of recent experience in at least one of the following functional areas: Financial Planning, External Reporting or Internal Resource Management.
E2. One year of recent experience in at least one of the following functional areas: Advisory Services, Accounting Operations, Financial Systems, Financial Policy, Costing or Internal Controls.
E3. One year of recent experience in the preparation and presentation of analysis, advice and recommendations to support decision-making by management, clients, central agencies, etc.

Note:
1) Recent experience means experience acquired within the last 3 years.
2) The RCMP is following the Office of the Comptroller General's (OCG) Guideline on the Financial Officer (FI) Competency Implementation for the purposes of this competitive staffing process.

ASSET QUALIFICATIONS
A recognized professional accounting designation (i.e. CPA, CA, CMA or CGA).

Degree equivalency

One year of recent experience in financial analysis, budgeting, forecasting and reporting.
One year of recent experience in financial systems, such as the financial systems group that supports SAP.
One year of recent experience in database management and an advanced level proficiency using database tools such as MS Access and MS Excel (including the use of Power Query and Pivot Tables).
One year of recent experience in interpreting and applying policies, guidelines and procedures.

(e.g. BBB/BBB, CBC/CBC, BBC/BBC) or Bilingual Non-Imperative.

Non-imperative is when the position requires proficiency in both official languages, English and French, at the above-noted level. If you do not meet the language requirements of this position and the appointment is being made on a non-imperative basis, you will be exempted by the Public Service Official Languages Exclusion Approval Order from meeting the official language proficiency requirements at the time of an appointment. By accepting an offer, you agree to undertake to attain the level of official language proficiency required for the position, through language training at public expense, within a period of two years. If you do not attain the level of language proficiency required by the end of the two-year period, you agree to be appointed or deployed on an indeterminate basis to a position for which you meet the essential qualifications that is of a similar level and salary as the bilingual position.
