Intent of the process

A pool of partially qualified candidates will be established to staff positions with various tenures, various language requirements and various security requirements within Innovation, Information and Technology Branch at Employment and Social Development Canada.

ESSENTIAL EDUCATION

The minimum standard is:
• Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

ESSENTIAL EXPERIENCE

EXP1: Recent and extensive experience* working in an IT delivery environment with demonstrated experience in one or more of the following areas: Planning, design, development, implementation, maintenance, delivery, support of IT services, project, or solutions using best practices.

EXP2: Significant experience** in formulating and presenting advice, analysis, and recommendations to senior management (director level and above) IM/IT issues, policies, or standards.

EXP3: Experience*** in human resource management including supervision, and performance management.

EXP4: Experience*** in financial management such as: forecasting exercises, cost center budgeting, project costing, tracking burn rate of consulting resources, tracking employees time charged against project(s) or verifying financial system reports against allocated funding.

DEFINITIONS:

Recent and extensive* experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately five (5) years or more. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects, acquired in the last seven (7) years.

Significant* experience is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately two (2) years or more. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.

Experience*** is defined as depth and breadth of experience normally associated with the performance of those duties on a regular basis for a period of approximately twelve (12) months or more. However, a shorter duration may be considered based on demonstrated complexity and diversity of work handled, scope of work, and/or level of direct responsibility for a wide variety of complex files and/or projects.
