Provide advice and services in an engineering discipline related to the planning, design, construction, heritage conservation, or maintenance of engineering works or building systems, structures, equipment, or processes, and the development and application of related codes, standards and policies. Specifically,
o Supervises a group of multi-disciplinary staff who deliver professional and technical services
o Provides authoritative professional engineering advice, guidance, and recommendations on a project-by-project basis to project teams, as well as to PSPC and other federal government department clients, and leads teams delivering technical services in support of large or significant projects
o Contributes to the development of the unit’s objectives, work plan, and strategic business development; provides support to achieve the unit objectives, priorities, and commitments
o Provides authoritative advice on policies, standards, procedures, and work performed by, or for, the Department and other federal government department clients
o Leads integrated multi-disciplinary review teams, including quality assurance and conformance/compliance reviews, to ensure that sound design, construction, and management principles, practices, policies, standards, guidelines or contract requirements are adhered to, and applied consistently for large or significant projects
o Monitors, identifies, and assesses opportunities for the application of new technologies and trends
o Contributes to knowledge transfer to staff, as well as internal and external clients

Definitions:

ADDITIONAL INFORMATION – DESCRIPTION OF WORK UNITS
We currently will have positions available in the following services lines: Infrastructure Asset Management, Strategic Sourcing (ESAP) and Technical Services. These service lines are responsible for:
The Infrastructure Asset Management service line manages and operates a wide range of infrastructure assets across the country. This diverse portfolio consists of specialized assets and includes various bridges (such as the Alexandra Bridge, Burlington Canal Lift Bridge, etc.), various dams (Rideau Falls Dam, Temiskaming Dam), the Esquimalt Graving Dock, and 835 km of the Alaska Highway.
This service line is managing a program of works to ensure sound stewardship of engineering assets, ranging from repairs, rehabilitation and replacement as they come to the end of their service life. This includes engineering, asset management, project delivery, and policy development and compliance.
The Strategic Sourcing service line is managing a major transformational program known as the Energy Services Acquisition Program (ESAP). This program is modernizing the network for the central heating and cooling plants that provide service to more than 80 buildings in the National Capital Region. The modernization will significantly contribute to the greening of government operations by reducing greenhouse gas emissions and paving the way to using carbon-neutral fuels at a lower cost than maintaining and operating the current outdated system.
The Technical Services service line brings together all the operational delivery teams and experts who develop policies, ensure compliance, and provide functional direction and strategic advice on technical matters such as:

The Heritage Conservation Services (HCS) within Technical Services delivers heritage conservation services to PSPC as well as all federal departments, agencies and crown corporations to support them in meeting their heritage conservation obligations related to the protection and management of Canada’s federally owned heritage buildings, landscapes and engineering works. HCS provides unique multi-disciplinary professional and technical expertise in the fields of conservation architecture, conservation engineering, conservation landscape architecture, conservation technology, and heritage recording. HCS uses its unique expertise and knowledge to assist custodians in protecting Canada's collective heritage for future generations.
HCS offers a great variety in project size, type and scope with assets located across the country. Typical services include: research and reporting on a heritage asset to further understanding of the asset; providing strategic heritage conservation advice and guidance to project management teams and quality assurance reviews of consultant work; studies and assessments to inform problem solving to overcome specific challenges including preparing strategies, impact and options analyses as well as technical testing and/or monitoring; and, preparation of construction documents for repair and/or maintenance projects.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
