Duties

Assists in the planning, organizing, development and facilitation of continuous on and off-site training activities; course design and curriculum development, testing instruments, assessment and learning processes in support of employee development.

Identifies and coordinates subject matter expertise in presentation delivery in order to meet lesson plan goals and objectives.

Instructs, guides, coaches and facilitates operational, technical and remedial training for Telecommunications Operators, Trainees, Field Coaches, supervisors and all categories of employees on operating methods, techniques, policies, procedures, and systems.

PRTC is located in the beautiful Fraser Valley in Chilliwack, B.C. which is an outdoor enthusiast’s dream, surrounded by mountains, rivers and hiking trails. Country living with just a short drive to the big city without the same living expense! PRTC is located in the Sardis area, occupying 72 acres of the former Canadian Forces Base. Close to the Vedder River and Cultus Lake, Chilliwack is a vibrant community rich in history and outdoor adventures. On average, there are in excess of 13,000 candidates trained and 550 courses administered each year at PRTC.

The RCMP’s Pacific Region Training Centre requires two Telecommunication Operations Trainers to provide foundational skills training to new 911 Police Dispatchers, Operational Communication Centre (OCC) Field Coach Training and OCC Facilitator training to E Division OCC personnel. The right candidates will be highly organized, dependable, have a passion for sharing their knowledge with others and enjoy facilitating in a group setting. They must also be able to hold non-judgemental coaching conversations, document the performance of others, be a team player as well as able to work on their own. These candidates will be vital members of the Telecommunications & Technical Training unit and work primarily within the OCC portfolio.

The work is conducted in an office, virtual and classroom environment. Employees work a variable workweek with flexibility to work variable hours for a positive work/life balance experience.

Intent of the process

The anticipated intent/result of this process is to indeterminately staff (on a full time basis) two positions.

The result of this selection process will be to create a pool of qualified candidates which may be used to fill future permanent or temporary vacancies.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:
• A secondary school diploma or an acceptable combination of education, training or experience*.
*Acceptable combination is defined as some secondary school education, formal training as an educator/course facilitator/lesson plan developer OR 6 months of experience as an educator/facilitator/lesson plan development.

Degree equivalency

EXPERIENCE:
1. Extensive**Experience as a Telecommunications Operator (Call-Taking and Dispatch) in a British Columbia Policing Operational Communication Centre (OCC).
2. Experience as an OCC Field Coach to one or more trainees within the OCC environment.
3. Significant*** experience working in Police Records Information Management Environment (PRIME) Computer Aided Dispatch (CAD) application.
4. Experience delivering training and presentations in a professional or personal capacity in a group setting.

**Extensive is defined as the depth and breadth of experience normally associated with the performance of the tasks on a continuous basis for approximately 60 months.
***Significant is defined as the depth and breadth of experience normally associated with the performance of the tasks on a continuous basis for approximately 24 months.

KNOWLEDGE:
1. Knowledge of national and divisional OCC policy and procedures
2. Knowledge of PRIME CAD application
3. Knowledge of OCC secondary equipment such as radio and telephone systems
4. Knowledge of facilitation techniques

SKILLS & ABILITIES:
1. Ability to plan, organize and deliver a lesson plan
2. Ability to monitor and supervise learners in a group setting
3. Ability to document performance and hold coaching conversations using non-judgmental language
4. Ability to troubleshoot and provide guidance in the use of specialized computer systems or automated equipment

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Any information provided by a candidate through their application or assessment that is deemed to be incorrect or fraudulent will be eliminated from further consideration.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.
