HYBRID WORK ARRANGEMENTS AVAILABLE: Virtual work arrangements may be available and will be determined on a case-by-case basis dependent on operational feasibility at the time of hiring and the position to be staffed. Some positions require the selected candidate to work in the office. This will be determined by the hiring manager based on the duties of the position to be staffed.

Intent of the process

The intent is to staff multiple positions on an indeterminate basis at Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC). A pool of partially or fully qualified candidates may also be established to staff similar or identical positions at Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) with various linguistic requirements or profiles* as well as tenures (term or indeterminate), various locations across Canada and/or security clearance, which may vary according to the position being staffed.

EDUCATION :
PART A:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE:
- Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

OR

PART B:
Successful completion of two years of a post-secondary program with acceptable specialization in social science, statistics, library/archival work or a law-related field.

NOTE:
- At the manager’s discretion, an acceptable combination of education, training and/or experience that is comparable to the minimum education stated above, may serve as an alternative. Whenever the minimum educational standard is met through an alternative, it is met only for the position being staffed, and a candidate must be re-assessed for future appointments and deployments if the manager has asked for this alternative.
- "Social science" includes economics, political science, sociology, anthropology, history, psychology, geography, criminology, and other disciplines associated with social science. “Library/archival work” includes gallery and museum functions.

Degree equivalency

EXPERIENCE:
- Significant* experience in managing cross-departmental or interdepartmental policy initiatives or multi-stakeholder research, data or survey initiatives.
- Significant* experience building and maintaining partnerships with internal or external stakeholders.
- Experience in providing expert advice and advising senior management (director or equivalent and above) on complex** policy files, or research, data or survey initiatives.
- Significant* experience in preparing or managing the preparation of strategic documents such as research studies or reports, position papers, strategic planning documents, Cabinet submissions, briefing documents or options papers.
- Experience in developing process, policy, legislative or regulatory options for the consideration of senior management (director or equivalent and above).

*Significant: to be evaluated against depth and breadth of activities and the complexity and diversity of handled files, normally associated with the performance of the duties for a period of approximately two (2) years.
**Complex: deemed to have two (2) or more of the following characteristics:
o Multi-dimensional
o Multi-jurisdictional
o Affecting multiple partners or stakeholders
o Precedent setting or having potential for major impact on policy or program delivery
o Potential for significant public scrutiny

The majority of positions to be filled are bilingual BBB/BBB, but the pool could be used for positions with various language profiles and requirements: bilingual BBB/BBB, CBC/CBC, CCC/CCC, French essential or English essential.

- Experience leading initiatives related to the collection, development, governance, management, or use of data.
- Experience in the field of access to information and privacy.
- Significant* experience managing contracts or contribution agreements.
- Experience in dealing with litigation-related work, particularly in an Indigenous rights context or experience in developing strategies and anticipating potential legal issues in the litigation process.
