ECCC finance staff provides department-wide functional guidance, advice and direction in all areas of financial management. Senior Financial Officers (FI-02) plan, organize and deliver a wide variety of accounting services; apply different mandatory methods of control and verifications/approvals related to expenditures/revenues; perform financial and costing analysis; develop financial models; supervise support staff; and exercise financial authority/control over expenditures.
They provide interpretations and advices on financial policies, processes and procedures.
Respond to client needs related to financial data, financial reports or financial management systems; perform research and data analysis; and manipulate financial and operational data for reporting and planning.

The intent of this selection process is to fill different vacant positions and to create a pool of qualified candidates to staff identical or similar positions at Environment and Climate Change Canada within various locations across Canada and with various linguistic profiles and requirements, security requirements and tenures.
The qualifications required will differ depending on the positions to be filled within the following categories:
• Financial planning / reporting;
• Resource management;
• Financial management advisory services;
• Accounting operations;
• Financial systems;
• Financial policies;
• Costing;
• Treasury Board submissions;
• Internal controls;
• Corporate accounting; and

EDUCATION:
• Graduation with a degree from a recognized university with specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management Group; or,
• Eligibility for a recognized professional accounting designation. The recognized professional accounting designations are Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA).
‘’Eligibility’’ means a candidate has met all academic and occupational requirements, including those with respect to degrees, examinations, and experience, without having to have obtained or maintained actual registration, certification or membership in a professional association.
EXPERIENCE:
• Significant* experience in one (1) or more of the following areas of financial management:
o Resource planning, budgeting and forecasting;
o Preparing and/or reviewing Cabinet documents (Treasury Board Submissions and/or Memorandum to Cabinet);
o Producing external reports such as the Public Accounts of Canada and/or Financial Statements;
o Providing Financial Management Advisory Services;
o Interpreting, applying or analyzing financial policies and instruments;
o Internal controls;
o Accounting Operations (Payables/receivables);
o Corporate Accounting;
o Costing;
o Departmental grants and contributions management (including policy and advice); or
o Implementation or management and maintenance of financial systems (SAP/Oracle).
• Significant* experience in extracting, compiling and analyzing financial data; and
• Significant* experience in preparing reports on complex** financial matters.
* In the context of this advertisement is defined as being ‘’significant’’ in which the person’s primary responsibilities include these duties and refers to the breadth and depth as well as the complexity of tasks that could be expected to have been obtained by carrying out the functions over at least 18 months in the Government of Canada or in the Private sector as an financial officer or at an equivalent level.

• Experience in internal control.
