Duties

Working in the Rail Safety Directorate at Transport Canada, Safety Management Systems Inspectors are responsible for performing oversight on railways through railway safety management systems audits and working with railway stakeholders in promoting compliance with regulatory requirements and in identifying and reducing risks.

What you will be doing:
- Conducting audits on railway safety management systems of railways operating in Canada;
- Participating in the design, development, and implementation of the regional railway safety management system regulatory compliance program;
- Providing technical advice and guidance to internal and external stakeholders in the railway industry; and
- Performing safety data analyses in support of the regional Rail Safety Program.

Work environment

The position to be staffed is located in Toronto, Ontario. Candidates must be able and willing to work in Toronto as on-site work will be required.

The key activities of this position require occasional travel locally, regionally, and sometimes nationally to conduct auditing activities. Most tasks will be performed in a typical office environment. Some activities may be performed in various indoor and outdoor environments and under varying weather conditions

Intent of the process

A pool of qualified candidates may be established and used to staff positions in Toronto, Ontario. It may also be used to staff other similar positions of various tenures and/or various linguistic requirements within Transport Canada.

Education:

Successful completion of a post-secondary education program (minimum of two years) from a recognized post-secondary institution or an acceptable combination of education and experience.

Note: Acceptable combination is defined as a secondary school diploma and at least two (2) years of experience performing duties related to the position.

Degree equivalency

Experience:

EX1: Significant* experience in conducting inspections** or auditing a management system***.
EX2: Experience in writing detailed reports****.
EX3: Experience in conducting data analysis, as part of regular work duties.

*Significant is defined as at least two (2) years of cumulative experience that is a core part of work responsibilities.

**Inspections are defined as the actions undertaken to examine, verify, and determine whether an activity, an object, or location is in compliance with the applicable acts, standards, or regulations. It does not include administrative or financial verification, investigation, or eligibility assessment.

***Auditing of a management system is defined as documented activity performed to verify, by examination and evaluation of objective evidence, that applicable elements of the system are appropriate and effective and have been developed, documented, and implemented in accordance and in conjunction with specified requirements.

****Detailed reports must be written by the candidate and not be a system-generated template such as a checklist or a form to complete.

Asset Qualifications :

Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

Experience working in a regulatory or oversight environment.
Experience in risk-based activities such as writing detailed reports of outcomes, completing risk assessments, or using risk results for decision-making.
Experience working with safety management systems, quality management systems, or in an ISO environment.
Experience in performing audit activities* as an auditor.

*Audit activities include but are not limited to: planning, coordinating, conducting, reporting, and following up on audits.
