Assessment accommodation

The official workplace of the position is Halifax. Depending on the needs and requirements of the service, the possibility of a telework arrangement from the Atlantic could be considered. The request will be assessed in accordance with the provisions of the Directive on Telework.

Duties

Clinical Nurse Specialists are experts resources on nursing practice for an identified population. They provide expertise in consultation, clinical practice, leadership and knowledge transfer through research and education.

Work environment

First Nations and Inuit Health Branch (FNIHB), Indigenous Services Canada, is recruiting Registered Nurses to provide and support quality evidence-informed nursing services. These services are provided to Indigenous communities in all four Atlantic provinces.

Intent of the process

The intent of this process is to staff 2 positions. This process will be used to create a pool for indeterminate and specified period appointments. A pool of fully or partially candidates will be established to staff similar or identical position at Indigenous Services Canada with various tenure, location, linguistic profiles, conditions of employment and security requirements.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

Degree equivalency

OCCUPATIONAL CERTIFICATION
Eligibility for registration as a registered nurse in a province or territory of Canada.

EXPERIENCE
- Recent experience* working as a licensed registered nurse in multi-disciplinary teams on health-related policies or issues.
- Minimum of 3 years of recent* experience as a registered nurse providing direct primary care or home and community care, or public health services.
- Experience managing projects.

*Recent refers to an experience acquired within the last 5 years.

Knowledge of issues related to the delivery of health care services and programs for Indigenous populations.

ABILITIES
- Ability to apply evidence-informed public health nursing practice in Indigenous community health contexts.
- Ability to collaborate with stakeholders including but not limited to First Nations Health Directors and staff and provincial partners.
- Ability to collaborate with and provide evidence informed advice or recommendations to management on health issues to at minimum level of the director.
- Ability to communicate effectively orally.
- Ability to communicate effectively in writing.

EXPERIENCE
- Significant* experience in providing nursing advice regarding quality and/or patient safety to management and/or First Nations or Inuit communities or tribal organizations.
- Significant* experience in providing nursing advice regarding chronic disease prevention and management to management and/or First Nations or Inuit communities or tribal organizations.
- Significant* experience in providing nursing advice regarding mental wellness and addictions to management and/or First Nations or Inuit communities or tribal organizations.
- Experience in supporting health service quality improvement and assurance processes.
- Experience leading interprofessional teams.
- Experience managing staff
- Experience using electronic health information systems

* Significant experience is associated with the depth and breadth of experience acquired over a period of 3 or more years performing a range of tasks associated with the described qualification.

Conditions of employment

Reliability Status security clearance

- A valid, unrestricted, license/registration to practice nursing in the province or territory of employment.
- Current driver’s license or personal mobility to a degree normally associated with the possession of a driver’s license.
- Willingness and ability for frequent travel. Incumbents may be required to travel by vehicle or small fixed wing aircraft, and occasionally into remote and northern locations.
- Willingness and ability to work flexible or irregular work hours.
- Willingness and ability to work overtime as required.
