Successful candidates will be placed into ECCC’s Professional Development Program for Human Resources Advisors. Through a structured learning program (courses, workshops, experiential learning, and coaching), trainees will progress from the PE-01 to PE-02 to PE-03 acquire the required experience, skills and competencies. Upon graduation, you will be able to confidently accompany your clients as a strategic business partner to help meet their current and future HR needs.

This process is to staff positions as part of the Professional Development Program for Human Resources Advisors in various HR disciplines. A pool of partially or fully assessed candidates will be established and will be used to staff similar positions at the same group and level, with various linguistic requirements, on an indeterminate or temporary basis within Environment and Climate Change Canada.

Education:
The minimum standard is:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
OR
Graduation with a degree from a recognized post-secondary institution combined with significant* experience in human resources in one of the following activities:
• provide information to clients related legislation, regulations, policies, guidelines or procedures as part of a program or discipline in human resources.
• provide administrative support as part of a program or a human resources discipline.
* Significant experience is evaluated based on the depth and scope of activities, the level of responsibility and complexity of cases handled
***Candidates who are currently in the process of finalizing their studies must obtain their degree by June 2023.***

The Assessment Process:
January-February:
1. The first step will be the evaluation of the second language skills through the tests: reading comprehension and wriitten expression. The tests will be held on the unsupervised platform of the Public Service Commission of Canada: https://www5.psc-cfp.gc.ca/oec-cat.
March :
2. Then the assessment committee will determine if the candidates who have passed the language tests meet the education and experience criteria.
3. Candidates will then be invited to complete an exam on the VidCruiter platform.
March - April - May:
4. Candidates who pass the exam will be invited to take the Human Resources Consultant Simulation Exercise (410). 5. The final evaluation step will be the reference check.
The Human Resources Consultant Simulation Exercise (410) will be administered.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
