Indigenous Services Canada is committed to the identification of the best models for delivering improved services to Indigenous Peoples and improve accountability to Indigenous Peoples for the quality of services delivered, including: work to leverage the ingenuity and understanding of Indigenous Peoples as well as experts from the private sector, provincial, territorial, and municipal governments and international experts on service delivery. It will be expected for you to assess how Indigenous Peoples experience the delivery of government services on a day-to-day basis and identify ways to improve delivery that are holistic, community-based, and put the needs of the person first.

Intent of the process

The hiring manager may select to consider candidates for the EN-ENG-03 or EN-ENG-04 positions based on candidates’ application and assessment throughout the selection process.

There is an immediate need is to fill multiple EN-ENG-03 and EN-ENG-04 positions on a permanent (indeterminate) basis.

A pool of qualified candidates may be established and used to staff EN-ENG-03 and EN-ENG-04 positions on a permanent (indeterminate), temporary (term), or acting basis.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, aeronautical engineering, geological engineering, naval architecture or some other engineering specialty relevant to the duties of the position.

OCCUPATIONAL CERTIFICATION:
Certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Degree equivalency

EXPERIENCE:
• Recent* experience in planning, design, administration and oversight of construction and implementation of municipal infrastructure projects, in one or more of the following areas: water, wastewater, schools, community buildings, roads, bridges, subdivisions, or energy systems.
• Experience in the technical review and evaluation of engineering reports, including proposal evaluation.
• Experience analysing and assessing technical data related to the operation and maintenance of community infrastructure assets and facilities.
• Experience analyzing data, preparing reports, or briefing materials
• Experience in project management of major capital projects from onset to take-over.

For EN-ENG-04 ONLY:
• Experience in providing technical and strategic advice to management and clients on engineering issues.

For EN-ENG-03
*Recent is defined as at least 3 years of experience (within the last 5 years ) as a Professional Engineer in Canada.

For EN-ENG-04
*Recent is defined as at least 5 years of experience (within the last 7 years) as a Professional Engineer in Canada

ASSET QUALIFICATIONS
Experience:
• Experience working with First Nation communities.
• Experience in working with various levels of government or multiple stakeholders.
• Experience managing or mentoring staff, or leading teams, working groups or projects

• Knowledge of life-cycle costing methodology and asset management techniques.
