Duties

PROGRAM OFFICER (CO-02)
• Contribute to the planning, development, implementation and reporting of investments resulting from the smartEarth funding activity.
• Initiate and manage funding opportunities (Request for Proposal and Announcement of Opportunity) for the implementation of projects that meet the needs of the CSA or to increase the capacity of recipients to integrate and use Earth Observation (EO) data.
• Participate in the development of partnerships and investment programs with EO industry, Canadians, governments, academia and government departments.

SENIOR PROGRAM OFFICER (CO-03)
• Lead and manage the development, planning, coordination and implementation of investments resulting from the smartEarth funding activity;
• Manage the project selection process of the funding activity used to implement projects to meet the needs of the CSA and to increase the capacity of recipients to integrate and use Earth observation data;
• Strengthen the capacity of Canada’s Earth Observation (EO) user community, which includes the EO industry, Canadians, governments, academia and government departments;
• Develop and promote frameworks, initiatives, partnerships and collaborative arrangements to support the development of EO applications;
• Provide advice and recommendations on strategic issues to be targeted for the development of new EO data products and services.

FLEXIBLE WORK MODE
During the COVID-19 pandemic, federal employees demonstrated their ability to adapt to new ways of working both on-site and remotely, while delivering results for Canadians. We have therefore taken inspiration from experience and the Canadian Space Agency has adopted a hybrid and flexible work mode as part of its work environment.

Depending on the nature of the work required by the position and operational needs, hybrid forms of work, such as telework, a combination of on-site work and telework, and compressed work schedules will be possibilities. On a case-by-case basis, a telework arrangement could be considered from any location in Canada. Employees who telework may be asked to travel to the work site, if needed, at their own expense.

Intent of the process

The intent of this process is to staff various vacancies on a permanent or temporary basis in the Space Utilization Directorate, positions located in Longueuil, QC. This pool may be also used for appointments for similar positions with varying employment tenures, language requirements, position locations, security requirements depending on the needs of the positions being staffed.

EDUCATION (CO-02 AND CO-03)
Graduation with a degree* from a recognized post secondary institution with acceptable specialization in economics, management, sciences (geography, geomatics, earth science) or another discipline related to the position or an acceptable combination of education, training and experience.

*Degree refers to a baccalaureate.

Note: Indeterminate incumbents of positions in the CO group on June 21, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CO group. This should be included so that those incumbent.

Degree equivalency

EXPERIENCE (CO-02 ONLY)
**Recent experience in planning, implementing or managing scientific, technological, economic or commercialization projects/initiatives that involve stakeholders from the private/industrial sector, academia or the public sector.

Experience in giving advice and recommendations orally (information sessions, presentations) or in writing (briefing notes, presentations, reports) on issues relating to policies, strategies or programs regarding scientific or technological innovation.

Experience in conducting studies, analyses or research on socio economic issues, policies, strategies or programs with respect to the private or private sectors, or academia.

**Recent experience is defined as experience acquired over the last five (5) years.

EXPERIENCE (CO-03 ONLY)
Significant*** experience in planning, implementing and managing scientific or technological projects in partnership with federal departments, private/industrial sector, academia, or national or international organizations.

Significant*** experience in putting in place contribution agreements or contracts with the private sector or academia, or Memorandum of Understanding (MOU) or Protocol Agreement in partnership with other federal departments, national\international organizations, or private sector organizations.

Experience in managing the full range of human**** and financial***** resources.

***Significant experience is defined as the depth and breadth associated with having performed the duties for a period of approximately two (2) years.

****Human resources management may include the planning, directing and coordinating activities related to the recruitment, performance and talent management and learning and development of employees. Candidates must indicate the number of employees they have supervised.

*****Financial resources management may include managing a budget, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, etc. Applicants must indicate the size of the budget they managed and whether they were accountable for that budget.
