Duties

Reporting to the Director of Safety & Damage Prevention (the Director) in the Field Operations Business Unit, the Technical Leader, Process Safety applies expert knowledge in providing advice to Canada Energy Regulator (CER) staff, Board Members, regulated companies, other stakeholders, and the public with respect to process safety and related management system and safety culture aspects, as they relate to the CER’s legislated mandate for safety oversight. This includes:

• process safety oversight related to the construction, operation, and abandonment of CER-regulated facilities and projects;
• support internal capacity building on process safety and collaborate with other subject matter experts to develop and execute compliance verification and enforcement activities including inspections, compliance meetings, application assessments, and incident follow-up approaches;
• applying knowledge on industry standards and best practices;
• contributing to the oversight framework, processes, and procedures (including inspections, compliance meetings, incident and unauthorized activity follow-up methods, management systems, statistical trending/analysis, job hazard/risk analysis and management, personal protective equipment, material handling, occupational safety, process safety, safety culture, and engagement strategies) to promote process safety ; and
• other related duties in the advancement of process safety oversight.

The Technical Leader, Process Safety may be required occasionally to conduct field inspections, compliance meetings, site visits, and/or engagement activities at various locations, including remote areas, and over various terrains.

Education:
Graduation with a bachelor’s degree from a recognized university in chemical or mechanical engineering, or a related field relevant to the duties of the position.

Degree equivalency

Experience:
E1. Expert-level* process safety experience (i.e. 10 years or more of direct and recent* industry experience, with a combination of leadership and field-level practitioner experience) in the oil and gas or chemical industry and/or as an oil and gas regulator with demonstrable competence in all levels of the hierarchy of controls for risk reduction (e.g. inherently safer design) and process safety culture.

E2. Significant* experience liaising with the public, industry, Indigenous peoples, and government regarding safer construction, operation, and abandonment of pipelines or other upstream /midstream/downstream oil- and gas-related activities.

E3. Expert-level* experience working within and contributing to the development, implementation, and/or regulatory oversight of various elements of process safety management systems.

E4. Significant* experience with facilitating or completing HAZOPs, PHAs, QRA, LOPA and FMEA studies as they pertain to Oil & Gas or chemical industry.

*Note: For the purposes of this staffing process, expert-level means approximately 10 years of combined direct industry experience and recent experience means experience obtained within the last 10 years. Significant experience will be evaluated in regard to the amount, complexity, and diversity of the work handled, and the level of autonomy demonstrated.

Asset Qualifications:
AQ1. Professional Engineer (P. Eng.) and working towards AIChE CCPS Process Safety Professional Certification or equivalent. Canadian Registered Safety Professional (CRSP) or Certified Safety Professional (CSP) or equivalent an asset

AQ2. Post graduate degree in process safety or a directly related discipline.

AQ3. Significant* experience with process safety systems identified in CSA Z662 and Z767 or CCPS Risk Based Process Safety system or UK Energy Institute PSM system.

AQ4. Significant* experience working in oil and gas exploration or development (offshore or onshore) including seismic, drilling, production, and processing facilities.

AQ5. Significant* experience in a regulatory oversight capacity.

AQ6. Significant* experience in root cause analysis and incident investigation techniques as relevant to process safety.

AQ7. Significant* experience in evaluating electrical classifications, gas detection systems, fire protection systems, management of change process, risk analysis and risk management processes.

AQ8. Significant* experience coaching and mentoring staff on process safety, including field-level practitioner matters, at all levels throughout an organization in supporting a process safety management system.

AQ9. Significant* experience in evaluating Piping and Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFDs) and making recommendations to the Safety & Damage Prevention team for compliance verification activities.

*Note: Significant experience will be evaluated in regard to the amount, complexity, and diversity of the work handled, and the level of autonomy demonstrated.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 12 position is similar to an EN-ENG-05 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement

2. Salary: Effective 1 November 2021 NEB-12, $120,113 to $146,139

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies to this position; the allowance is paid in two semi-annualized payments
