Duties

• Collaborates with multi-disciplinary subject matter experts, companies and external parties to establish practices for oversight of company compliance to socio-economic requirements.

• Ensures socio-economic compliance work is undertaken in accordance with relevant Acts, regulations, standards, programs and guidance by fostering a learning environment, imparting knowledge to staff and coaching staff through complex and multi-faceted technical issues.

• Leads socio-economic compliance planning, including development and maintenance of a risk model, data trending and analysis, and internal and external engagement to inform planning.

• Provides guidance, coaching and training on socio-economic compliance processes, and leads staff in applying consistent approaches to socio-economic compliance.

• Lead or provide strategic and technical guidance, analysis, and risk assessment to inspectors, Commissioners, Senior Management, and others on socio-economic regulatory compliance matters. This includes on issues that have broad impacts where information may be incomplete or contradictory.

• May undertake the role of project manager and/or guide multi-disciplinary teams for complex projects.

• Education:

Graduation from a recognized university with a degree in a related field to the position.

Degree equivalency

• Experience:

E1 Experience in the assessment or oversight of socio-economic* effects, including related to Indigenous traditional land and resource use, and the rights of Indigenous peoples. This experience will be demonstrated by approximately 3-5 years of experience within the last 10 years, where the activities were a focus of the candidates work and were not temporary nor ad hoc.

E2 Experience leading regulatory compliance verification of complex issues (e.g. inspections, audits, compliance checks). Complex issues may involve multiple factors or considerations; partners or stakeholder perspectives; critical timelines; high degree of visibility or sensitivity; or having a major impact on a Government Department Agency, organization, or the public.

E3 Experience using risk methods and data analysis to inform planning, process improvements and other decision making.

E4 Experience documenting and improving work processes and procedures in a systematic way, including identifying issues and solutions, and implementing and communicating changes.

*Note: - For the purposes of this position, the term “socio-economic” includes matters related to human occupancy and resource use, heritage resources, Indigenous traditional land and resource use, lands/property and land rights, social and cultural well-being, human health, infrastructure and services, navigation and navigation safety, employment and economy, and the rights of Indigenous peoples.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB 11 position is similar to an EC-07 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement

2.Salary: Effective 1 November 2021 NEB (11), $109,692 to $133,457 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
