The assessment and selection of successful candidates will be conducted in the following manner:

1. Review of the screening questions and the resume to determine if the candidates meet the essential qualifications.
2. Candidates who are successful in step 1, will be asked to explain through a Candidate Achievement Record (CAR), how they meet the knowledge criteria related to the group and level chosen. In addition, some specific abilities, such as, but not limited to, Adobe Creative Cloud software - InDesign, Photoshop, Illustrator, Acrobat, Adobe After Effects, Audition and Premiere to produce learning or communication products such as graphics and multimedia presentations will be assessed as well. Candidates will have 5 business days to complete this part of the process.
3. Candidates who are successful in step 2, will be invited to an interview to assess the Personal Suitability criteria listed in this process.
4. Candidates who are further successful in step 3, will be asked to confirm their references.

Work environment

Chief Finances Results Delivery Office (CFRDO) is responsible for providing leadership and ensuring effective management of departmental financial resources within the legislative mandate. It provides strategic advice, oversight, and support to the DM and Senior Executive Team to ensure integrity in the planning and operations of the Department. It provides advice in developing Cabinet proposals, with a focus on ensuring accurate costing. It supports services in the areas of financial planning and analysis, accounting and reporting, contracting and procurement, assets and materiel management.

The Sector is also accountable for providing grants and contributions advisory and support services, including the development of national funding agreements models and guidelines; the establishment of funding agreement service standards; and the national monitoring, compliance and reporting.

More specifically, the Corporate Accounting, Systems & Operations (CASO) Branch is the functional authority for financial policies and directives, internal control systems and is responsible for corporate reporting, accounting operations, travel management and financial systems. The branch provides a shared service to Indigenous Services Canada and Crown-Indigenous Relations and Northern Affairs Canada.

Ensuring compliance with key legislation including the Financial Administration Act, and to the attestation on the financial accuracy, integrity and proper representation of funds in departmental documents is one of the key stewardship roles of CASO.

CASO plays a significant role in the development and maintenance of integrated financial management systems such as SAP, Trust & Lands Information Management System, Grants and Contributions Information Management System and the AmexGBT travel system.

Additionally, the branch is responsible for the development, implementation and management of a comprehensive framework of financial procedures and processes in support of the accounting operations. Further the branch provides guidance on the travel, hospitality, conference and event expenditures as well as support in the areas of proactive disclosure of travel and hospitality expenditures, as well as interdepartmental settlements.

Intent of the process

The immediate intent of this poster is to fill 2 indeterminate positions with linguistic requirement of bilingual imperative BBB/BBB.

A pool of qualified candidates may be established and used to fill similar positions at the group and level with various language requirements, security requirements, various conditions of employment, various locations and durations (acting, assignment/secondment, deployment, term and/or indeterminate) within Crown Relations and Northern Affairs Canada and Indigenous Services Canada.

Experience in providing advice and creative guidance on visual communications products to subject matter experts (SME).

Recent (*1) experience in all stages of graphic design from initiation and planning to conception and completion, to deliver communications products for both print and digital media. These products may include, but are not limited to, illustrations, publication layouts, graphics, motion pictures, animation, and infographics.

*1 Recent: within the last two (2) years.
*2 Significant: the breadth and depth of experience associated with completing the duties of the position for a period of at least one (1) year.

EXPERIENCE : (AS-03)

Recent(*1) and significant(*2) experience in applying a rigorous design and development process in the conception of interactive online courses using rapid learning tools such as: Adobe Captivate, Adobe Dreamweaver, HTML, CSS, Articulate or Storyline, etc.

Experience in performing quality control of distance learning-related deliverables to ensure compliance with established quality standards.

Recent (*1) and significant (*2) experience in maintaining working relationships with subject matter experts in creating distance learning materials for internal/external participants.
