EDUCATION:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
OR
An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.
EXPERIENCE:
PE-04 and PE-05:
- Experience* in analyzing information or data from various sources, developing options, and providing advice and recommendations, orally or in writing, to senior management** on complex*** HR matters in one of the following disciplines: staffing, classification, labor relations (collective bargaining/compensation), learning, or HR/ Succession Planning.
- Experience* in researching, interpreting, and applying policies, directives or guidelines related to Human Resources.
- Experience in developing and maintaining relationships with stakeholders ****.
Definitions:
*For the PE-05 level, we are looking for significant experience, which is defined as a minimum of two (2) years.
**Senior management is defined as management levels ranging from Director, Director General, Executive Director, up to the Assistant Deputy Minister level or equivalent (ie: CEO, Vice-President etc.).
***Complex is defined as including at least two (2) of the following characteristics:
• multi-disciplinary;
• sensitive/confidential;
• affecting many partners or stakeholders;
• significant media interest; OR
• having a major or national impact on organization operations, capabilities, or programs.
****Stakeholders is defined as other directorates, sectors, organizations, or clients internal or external to the federal public service.
PE-05 ONLY:
- Significant* experience formulating or writing content for complex*** policy or strategy documents, briefings or presentations.

PE-04 and PE-05:
- Experience in developing and facilitating of meetings, presentations, workshops, information sessions and/or training sessions;
- Experience leading** and implementing human resources management projects or initiatives;
- Experience in the application of change management and/or business transformation principles and best practices;
- Experience in Collective Bargaining;
- Experience supporting the development of pension policies, guidelines, directives and/or programs;
- Experience representing the organization in central agency or multi-organization initiatives, working groups, or communities of practice;
- Experience supporting the development of policies, guidelines, directives and/or programs related to Human Resources;
- Experience with experimentation, behavioural insights and/or human centred design projects, methodologies and innovation;
- Experience in providing advice and guidance on compensation matters at the corporate level or in a central agency.
Definition:
**Leading means being the assigned point of contact and implementer of the overall project or initiative.
PE-05 Only:
- Experience in peer coaching and/or mentoring;
- Significant* experience in HR planning;
- Significant* depth and breadth of experience in more than one HR discipline;
- Experience leading** national initiatives and/or projects.

*For the PE-05 level, we are looking for significant experience, which is defined as a minimum of two (2) years.
**Leading means being the assigned point of contact and implementer of the overall project or initiative.
OPERATIONAL REQUIREMENTS:
- Willingness to work overtime on an occasional basis;
- Willingness to travel on an occasional basis.
Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status
Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. ASSESSMENT METHODS:
- You must provide proof of your education credentials.
