The Department of National Defence (DND) is looking for a Senior Executive to join the Defence Team, and is excited to solicit interest for the position of Assistant Deputy Minister (Public Affairs) - ADM(PA).

Duties

The ADM(PA) is accountable to the Deputy Minister (DM) and the Chief of Defence Staff (CDS) for providing professional leadership, strategic planning and expert advice in the management of DND/CAF’s Public Affairs and serves as the Department’s primary focal point to lead the development and implementation of the strategies, plans and programs to inform all Canadians and the Defence Team of policies, programs, services, operations, issues and initiatives both internally and externally as well as domestically and in support of CAF operations.

The major functions of the management positions reporting to the ADM(PA) are:
- Chief of Staff and Public Affairs Branch Advisor: corporate functions within ADM(PA) such as finance, military administration, business planning, change initiatives, etc.
- Director General Public Affairs (DGPA): engagement of the media and the Canadian public and analysis of the impact of efforts in the Canadian and international media.
- Director General Public Affairs and Strategic Planning (DGPASP): strategic communications planning and advice for Defence matters.
- Director General Marketing and E-Communications (DGMEC): Defence strategic marketing, e-communications, and internal communications.

Intent of the process

The immediate intent of this process is to staff one (1) position on an Indeterminate basis with ADM(PA). A pool of qualified candidates may be established to staff similar positions with various tenures and security requirements within DND as well as other government departments within the Public Service.

EDUCATION:
ED01: Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

EXPERIENCE:
EX01: Significant* experience setting strategic direction and providing strategic advice to senior officials (Assistant Deputy Minister and above), on issues related to the Government of Canada priorities or initiatives.
EX02: Significant* experience building and fostering effective relationships and leading consultations with internal and external stakeholders, at the national and international level, including the media.
EX03: Experience in managing significant* financial resources and complex ** human resources matters.

DEFINITIONS :
* Significant experience is understood to mean the depth and breadth of experience associated with having performed a broad range of activities which are normally acquired at an executive level, over a period of at least three years; and the performance of those duties within the last five years.
** Complex refers to the following characteristics: multidimensional, high-risk, sensitive, involving many stakeholders and competing requirements.

NOTE: The depth and breadth of experience may be a consideration in selecting candidates for further consideration. In such a case, only the top ranking candidacies will be invited to the next phase of the evaluations.
