As a Technical Specialist, you’ll play a technical leadership role in the CER’s energy information work, one of our core responsibilities. Accordingly, you can make key contributions in shaping the CER’s energy information strategy, analysis, and programs. You’ll provide expert advice to CER Executives and Commissioners on high-profile energy markets issues and have the opportunity to lead and innovate on products that make energy information accessible to Canadians. Moreover, you will make a lasting mark by supporting the development of your colleagues through coaching and mentoring.

The Technical Specialist will report to the Director, Energy Markets, within the Energy Information Business Unit. If you’re passionate and want to make a difference, you’ll fit in perfectly with our team!

This position will have an opportunity make a substantial impact and contribution to shaping Energy Information strategy, analysis, and programs at the CER.

The Technical Specialist is responsible for providing expert-level advice to CER staff, Executives and Commissioners on matters pertaining to energy markets. The incumbent will help guide the Energy Information Program, a flagship deliverable for the CER. This includes providing expert energy markets advice both internally and to other government departments, shaping energy information publications, participating in the Commission’s adjudication work, and actively supporting colleagues through coaching and mentoring.

The Technical Specialist is regarded as an expert internally and externally and will:
- Act as project manager and/or guide multi-disciplinary teams for complex projects to shape energy information products and programs;
- Provide expert energy adjudications support work on applications before the Commission;
- Lead and guide the publication of energy information products;
- Provide technical leadership in proposing topics, approaches and methodologies for the analysis of energy markets and trends;
- Lead analysis on high-level linkages between issues and events in energy markets (both national and international) including those that relate to the environment and economy;
- Enhance qualitative and quantitative techniques for market analysis in the Team and Business Unit;
- Guide data management strategies at the team and business unit level as part of an enterprise-wide approach;
- Provide strategic advice and reports to CER and government executives in energy markets (e.g., gas, oil, electricity, etc.);
- Review work of other staff for quality assurance;
- Supervise, coach, mentor, and train less experienced staff;
- Provide advice to the Director on training and development opportunities for other members of the Team; and
- Assume Acting Director responsibilities as needed by the Team.

Education:
Successful completion of an undergraduate degree from a recognized university in a field relevant to the Canada Energy Regulator’s energy information responsibilities including, but not limited to economics, engineering, or science.

Degree equivalency

Experience:
E1. Significant experience conducting energy market analysis and/or energy market forecasting (e.g. focused on natural gas, electricity, renewables, etc.) in the context of the Canadian, North American, and/or Global markets), and generating strategic recommendations based upon analysis and/or forecasting.

E2. Significant experience networking, building strong relationships, and liaising with industry, non-governmental organizations, Indigenous right holders and/or government to advance and accomplish organizational goals.

E3. Significant experience managing complex initiatives and/or projects in the area of market analysis and/or regulatory, from ideation to execution working across a diverse group of stakeholders.

E4. Considerable experience coaching staff in the achievement of goals and facilitating conflict management.

Experience Definitions:
*Significant experience refers to approximately 5-7 years of relevant experience, where the activities were the focus of the candidate’s work and were neither temporary nor ad hoc. The candidate’s employment background indicates experience sufficient for recognition as fully functional in that field.

**Considerable experience refers to approximately 2-4 years of relevant experience, where the coaching activities were a regular part of the candidate’s work and were neither temporary nor ad hoc.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB-11 position is similar to an EC-07 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB 11 ($109,692 to $133,457)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis for employees who reside within the daily commuting distance of Calgary (150 km)
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments.
