Duties

Act as a technical advisor to Agency managers, provide advice and issue recommendations to the manager in the area of expertise; contribute to the development of accountability reports which will be submitted to management and subsequently forwarded to the Agency's senior management.

Develop and submit for approval project redevelopment, development and improvement plans (technical construction criteria, development design plans, costs, timelines) and coordinate implementation in accordance with performance indicators and the project delivery process determined by the manager.

Manage approved projects, coordinate and direct activities by seeing to the preparation of action plans, control of the scope, quality, schedules and delivery of requirements in accordance with client or user needs, ensure financial monitoring, evaluation and inspection of the work, competence of the contractors, as well as compliance with the general conditions of the contract and the recommendation of payments following acceptance of the work.

Ensure the technical and administrative follow-up of projects, establish budget requirements and monitor in a systemic way project expenditures or initiatives as well as the review of ongoing forecasts of projects or initiatives; monitor compliance of the work with project requirements which are established by the manager or client and make arrangements with contractors to correct problems.

Participate in the development of strategic plans, the Short-to-Medium- to Long-Term Capital Plan and Multi-Year Plans as well as special government-wide or Agency-wide initiatives to ensure the effective administration of the Facilities Directorate in support of management.

Conduct studies and research on technical components of facilities, prepare and submit reports to the manager or client regarding the development of the long-term improvement plan and the preparation of Charters and Major Project Plans.

Liaise with all stakeholders, resolve difficulties, negotiate agreements with contractors regarding monetary aspects and timelines for completion of work and projects based on contractual parameters established by the manager or client.

Develop, implement and maintain occupational health and safety programs for property projects. Comply with health and safety guidelines, processes and procedures in the performance of professional work and in the workplace.

Work environment

David Florida Laboratory, 3701, Carling Avenue, P.O.Box 11490, Station H, Ottawa, Ontario, K2H 8S2

This position currently provides a hybrid work environment with time spent evenly between onsite office work and telework. This arrangement is subject to the operational needs of the organization and if required, a full site presence may be necessary.

Intent of the process

The intent of this selection process is to staff one (1) position on an indeterminate basis. A pool of qualified candidates will be established to staff similar positions with various tenures (indeterminate, acting, secondment or assignment).
One (1) position at the David Florida Laboratory in Ottawa (current need).
One (1) position at the CSA Head Office in Longueuil (anticipatory need).

ESSENTIAL QUALIFICATIONS

EDUCATION:
• Approved post-secondary degree in one of the following fields: Engineering, Construction, Architectural Technology or a Real Property Management Program, Building Science or an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE:
• Recent experience* in project management such as the planning, development, management and implementation of real property projects.

• Experience in providing advice and recommendations to senior management on the operation and maintenance of facilities.

• Recent experience* in the management of financial and material resources.

• Recent experience* in managing major contracts**, including management of construction or major repair works or administration of the provision of property and facilities management services in the public or private sector.

• Recent experience* providing operational, technical and maintenance advice on building systems to senior management and clients.

* “Recent Experience” refers to the scope and level of experience normally acquired after two (2) years of cumulative experience in a position in the field of property management or an equivalent position.
** “Major contracts” include contracts valued at $100,000 or more with several distinct elements (e.g., construction of a facility and its various systems).

• Knowledge of architectural and engineering techniques and practices, building technology (electrical, mechanical, communication) and interior design (including codes used in architectural and engineering plans and specifications).
