Assessment accommodation

First Nations and Inuit Health Branch (FNIHB), Indigenous Services Canada [ISC] is recruiting a Senior Advisor, Patient Safety and Quality Improvement [CHN05] to manage the Regional Continuous Quality Improvement Program including Accreditation and Patient Safety/Incident Management. This is a nursing position based at Canada Place in Edmonton. Working within the Strategic Health Intelligence and Partnerships Directorate [SHIP], the successful candidate will be expected to work horizontally with all departments providing direct care services to First Nation communities.

COMMUNITY DESCRIPTION

The regional office is located in downtown Edmonton and is within easy access of St Albert, Leduc, Morinville and Fort Saskatchewan. Edmonton is the capital city of Alberta and has a population of over 1,000,000. ISC is implementing a flexible approach which means that the candidate will be able to combine in-office, at-home work while also being expected to travel to First Nations across the province.

WHAT YOU WILL BE DOING

The Quality Improvement Manger is responsible for working collaboratively with colleagues with ISC and in First Nations organizations and governments with continuous quality improvement support and education. Providing education about patient safety to staff and community and leading the incident management process in the region for all incidents, but with a focus on incidents that are related to patient safety and quality improvement of health care services. This involves working with health care staff, patients and other stakeholders/partners including Alberta Health Services, supporting the funding flow to communities engaged in accreditation and providing support to communities interested in entering into the accreditation process.

ABOUT INDIGENOUS SERVICES CANADA

Indigenous Services Canada is the federal department responsible for helping and supporting First Nations to maintain and improve their health, while respecting individual choices and circumstances. The First Nations and Inuit Health Branch at Indigenous Service Canada support the delivery of public health, primary care and home care nursing services and health programs in First Nations and Inuit communities across Canada. The Branch also provides drug, dental and ancillary health services to First Nations and Inuit people regardless of place of residence.

Intent of the process

A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at this group and level with various language requirements, various security requirements, various conditions of employment, various tenures (acting, assignment/secondment, deployment, term and/or indeterminate), and in various locations within Indigenous Services Canada.

The intent is also to staff positions via the Aboriginal Peoples Employment Program (APEP), which aims to strategically increase Aboriginal representation within the First Nations and Inuit Health Branch (FNIHB). As such, Organizational Needs may be applied and first consideration may be given to candidates self-identifying as belonging to Aboriginal Peoples.

Education:
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in nursing, nursing service administration, nursing education or some other specialty relevant to the position.

Degree equivalency

Occupational Certification:
Eligibility for registration as a registered nurse in a province or territory of Canada.

Experience:
- Recent* and Significant** experience providing Community Health or Primary Health Care nursing services.
- Recent* and Significant*** experience providing advice/guidance to management on quality improvement practices.

*Recent is defined as within the last five years
**Significant is defined as at least two years’ experience with the candidate performing complex activities related to this task in a wide variety of situations in one or more of the following areas:
1. Community Health (Public Health or Home and Community Care)
2. Primary Health Care
3. Quality Improvement
4. Patient Safety
***Significant is defined as a minimum of two years’ experience with the candidate performing complex activities related to this task in a wide variety of situations.

Knowledge:

• Continuous professional registration as a Registered Nurse and a member in good standing with the College of Registered Nurses of Alberta (CRNA), without restrictions.
• Willingness and ability to complete mandatory education/training relevant to the position.
