Please note:
As a result of our learnings over the course of the COVID-19 pandemic, PrairiesCan has implemented a flexible, hybrid working model involving a minimum of two days a week in office, and maximum of three days a week of remote work. Successful candidates will be expected to report to the PrairiesCan office in Winnipeg. If you are appointed to a position, PrairiesCan will provide tools and/or equipment to support both in person and virtual/remote work.

The Director, Policy, Planning & External Relations is accountable to the regional Assistant Deputy Minister for the direction of economic research and analysis; identification of emerging policy issues; direction of regional strategic and business planning activities; management of horizontal issues in a multi-lateral/multi-stakeholder environment; communications; external relations; consultation and advocacy activities; negotiation of bilateral and mulita-lateral agreements; direction of Grants & Contribution funds and managing projects within a ‘hybrid’ environment that brings together the ideas, skills, experience and expertise of staff within the Regions and across the Department.

To staff one position on an indeterminate basis. A pool of qualified candidates (fully assessed or partially assessed) will be established and may be used to staff similar positions at this group and level. Education:
• Successful completion of a degree from a recognized post- secondary institution or an acceptable combination of education, training and experience.
Experience:
• Experience working in an organization (public or private) focused on economic development.
• Experience in managing one or more of the following areas; policy, planning, external relations, research, or communications.
• Experience in developing partnerships and building consensus with internal and external clients in one or more of the following areas; other levels of government, academia, think tanks, or private sector organizations.
• Experience in advising and briefing Ministers, Deputy Ministers, or senior executives.
• Experience in managing human and financial resources to build a service minded, community driven culture. (Please indicate number of employees supervised as well as the size and type of budgets managed).
Knowledge:
• Knowledge of the trends and policy issues relating to regional economic development in Manitoba.
• Knowledge of the objectives and priorities of the Federal and Provincial government, particularly in relation to place-based economic development.
