The Financial Consumer Agency of Canada (FCAC) mandate is to protect Canadian financial consumers. As a regulator, FCAC monitors and supervises the compliance of federally Regulated Financial Entities (FRFE) with consumer protection measures set out in legislation, public commitments, and codes of conduct. FCAC also promotes financial education, strengthening the financial knowledge, skills, and confidence of Canadians by raising awareness of consumer rights and responsibilities.
To deliver on this mandate, FCAC draws on the skills and experience of a broad array of professionals, working at different levels and with different expertise. FCAC supervises FRFEs through three interconnected pillars of activities: promotion, monitoring and enforcement.
Working as an Officer within one of the 3 pillars of the Supervision and Enforcement Branch, you may be called upon to:
• communicate to FRFEs their obligations and FCAC’s expectations of them;
• conduct supervisory activities including compliance examinations of FRFEs to assess compliance;
• monitor and support FRFEs compliance activities;
• investigate potential breaches of market conduct obligations;
• conduct research initiatives, including thematic reviews, and provide policy advice to management;
• work with other regulators, FRFEs, and other stakeholders to promote awareness of consumer's financial rights and responsibilities.
Financial consumer protection is an integral part of the Government of Canada’s oversight of the financial sector. The Financial Consumer Agency of Canada (FCAC) ensures Federally Regulated Financial Entities (FRFEs) comply with consumer protection measures, promotes financial education and raises consumers’ awareness of their rights and responsibilities.
FCAC is a small separate agency subject to the Public Service Employment Act (PSEA). We have our own unique classification system (RE and REX) with relevant equivalences noted above and we offer the same pension as the core public administration. Degree from a recognized post-secondary institution in commerce, business administration, law, economics, accounting, or social sciences or an acceptable combination* of education, training and/or experience.
*An acceptable combination is defined as a postsecondary education and at least two (2) years of relevant work experience to the position being staffed.
Experience in conducting research, analyzing information and providing recommendations.
Experience working with a variety of stakeholders (e.g., other government departments/agencies, non-governmental organizations, private sector entities etc.).
Experience preparing written documents for management or external stakeholders, (such as briefing notes, executive summaries, correspondence, presentations or reports).
Experience in interpreting and applying legislation and regulations in a regulatory context.
Experience working on matters related to financial services and/or payments industry.
Experience in conducting investigations, audits, or evaluations in regulatory field (e.g., banking, health, safety).
Experience in conducting risk assessments, compliance evaluations or other compliance monitoring activities.
Experience in data analytics (e.g., creating, managing, and maintaining large and/or complex data sets to analyze and manipulate data and draw inferences from the data).
Experience working for a regulatory organization.
Experience in corporate planning and reporting, evaluation, and/or performance measurement.
Experience related to technological enhancements impacting the financial sector, including the digitalization of money, crypto asset offerings, and open banking.
