Under the Department of Public Works and Government Services (PSPC) Act, Public Services Procurement Canada (PSPC) has the legislated mandate to provide compensation services, including both pension plan administration and pay administration, to Government of Canada (GC) employees and employers.
The Government of Canada Federal Employee Pension Program administered by PSPC, Receiver General and Pensions Branch provides pension and retirement benefits to members of Public Service, Royal Canadian Mounted Police, Canadian Armed Forces, Members of Parliament, Lieutenant Governors, Diplomats and provides systems and payment support to members of the Judges pension plan.
Combined, PSPC provides pension administration services to over 901,000 plan members, spouses and dependants across all the pension plans.
In order to efficiently deliver services to plan members, the Pension Program has a combined workforce of approximately 1200 employees split across two sectors under the Receiver General and Pension Branch within PSPC;
•The Pension Excellence Sector which oversees system support and maintenance as well as overall financial management, member communications, electronic member services, client relationship management, policy and strategic planning and integrity of the pension program and acts as the functional and technical authority for systems;
•The Government of Canada Pension Centre which provides member facing services to members.
The initial intent of this selection process is to staff indeterminate (on a permanent basis) EC-04 positions located in Ottawa, Ontario (1451 Coldrey Avenue) within the Pension Excellence Sector of the Receiver General and Pension Branch of Public Service and Procurement Canada.
This process will establish a pool of qualified candidates that could also be used to staff similar or identical positions with different tenures and different locations in the National Capital Region within Public Services and Procurement Canada.
Employees of the federal public service may be considered for deployments, assignments, secondments or actings.

EDUCATION

Graduation with a degree* from a recognized post-secondary institution with acceptable** specialization*** in economics, sociology or statistics.
Candidates must always have a degree*. The courses for the specialization*** must be acceptable** and may have been taken at a recognized post-secondary institution, but not necessarily within a degree* program in the required specialization***. The specialization may also be obtained through an acceptable** combination of education, training and/or experience.
* The term “degree” refers to a baccalaureate as established by educational authorities.
** The term “acceptable” is suitable for a position as determined by the manager.
***The term “specialization” refers to an acceptable number of courses in a particular field of study. For this selection process, management has determine that a minimum of 3 completed courses related to economics, sociology OR statistics is required for the acceptable specialization. The number of courses applicable for the specialization cannot be distributed among the 3 areas. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

ESSENTIAL EXPERIENCE
------------------------------.
1. Significant* experience in conducting research and analysis including legislative and/or policy interpretation.
2. Experience providing policy advice and recommendations, orally or in writing (e.g. briefing documents, scans, position papers, reports, speaking notes, presentations) to senior executives (Directors and above).
3. Experience engaging with stakeholders (e.g other federal government departments, provincial or local governments, non-governmental, public or private sector organizations) on policy-related issues.
*Significant experience is defined by the depth and breadth of experience that is normally acquired by performing a broad range of related activities which are normally acquired over a period of approximately two (2) years.
