As negotiator, you will represent the Employer as lead spokesperson in important negotiations with Public Sector bargaining agents. You will collaborate with a variety of stakeholders to analyse and resolve collective bargaining matters dealing with wages, leave provisions, hours of work and a variety of other terms and conditions of employment, towards reaching settlement. You will brief and provide strategic advice to senior management, and may be called upon to present the Employer’s offer and arguments before third party boards (Public Interest Commissions and/or arbitration board).
The Treasury Board of Canada Secretariat (TBS) collective bargaining team offers a work environment that is flexible, inclusive and motivating. While much of the work can be performed remotely, in-person presence will be required at times as well as during negotiation sessions. The collective bargaining team values work-life balance.
Our office is located in the newly renovated building at 219 Laurier Ave W in Ottawa's downtown core. The building meets the government’s new Workplace 2.0 concept and has Wi-Fi throughout. Employees have access to amenities such as showers, change rooms and secure bicycle storage, allowing them to commute using the National Capital Region’s bike path system.
Joining the collective bargaining team means joining a team of highly competent and knowledgeable individuals, that is highly dynamic and supportive, and where all members have an opportunity to contribute to the Employer collective bargaining strategies in the federal public service.
The initial intent of this process is to offer three indeterminate opportunities.
A pool of qualified persons resulting from this process will be created and may be used to fill similar positions with linguistic profiles (bilingual imperative BBB/BBB; bilingual imperative CBC/CBC) as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

EDUCATION:
- Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training or experience.
EXPERIENCE:
- Significant* experience in analyzing and interpreting complex** files or documents (e.g. collective agreements, policies, legislation, jurisprudence) and providing strategic advice to senior management***;
- Significant* experience in representing an organization, during consultations or negotiations of complex** agreements with diverse internal and external stakeholders;
- Experience in drafting reports, briefing notes and presentations for senior management***.
*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
**Complex files, projects, or strategies are those with at least two (2) of the following characteristics: sensitive; high-profile; confidential information; affecting multiple partners or stakeholders; precedent-setting; having a major impact on service or program delivery; in direct fulfillment of department, government, or organizational priorities; diverse interests; multi-year or multi-phase.
***Senior management is defined as management levels ranging from Director or equivalent up to the Assistant Deputy Minister level or equivalent (ie: CEO, VP etc.)

ASSET QUALIFICATIONS
EXPERIENCE:
- Experience in conducting collective agreement negotiations;
- Experience working with bargaining agents;
- Significant* experience in providing labour relations advice;
- Experience in preparing Memoranda to Cabinet or Treasury Board Submissions.
ORGANIZATIONAL NEEDS:

OPERATIONAL REQUIREMENTS:
- Ability and willingness to work overtime as required and on short notice;

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:
• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status
For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete.
