The Deputy Director, Consular Operations, is a key member of the management team for Global Affairs Canada’s Emergency Watch and Response Centre. The incumbent will oversee the delivery of the 24/7 emergency consular operations program, which ensures the delivery of assistance to Canadian citizens in distress overseas. The consular operations team consists of 18 shift-workers plus additional student and casual employees.
The Emergency Watch and Response Centre is a dynamic work environment where employees make a difference in the lives of Canadians every day.
The Emergency Operations Division consists of a large, multi-disciplinary team that works together to help Canadians abroad – regardless of whether the emergency situation affects one person or many. The team is central to Global Affairs Canada’s ability to respond to large-scale emergency events that occur overseas.

EDUCATION
Graduation with a degree from a recognized post-secondary institution, or an acceptable combination of education and experience defined as a secondary school diploma and at least 5 years’ experience in a field relevant to the duties of the position.
EXPERIENCE
•Significant* experience leading a team of employees delivering program services to the public, including: assigning work, managing and assessing performance, and implementing training and staffing plans.
•Significant* experience in recruiting employees and supporting both competitive and non-competitive staffing processes.
•Significant* experience in delivering strategic advice and recommendations to senior management at the EX-01 level or above on complex** policy, legal, or operational program issues.
•Significant* experience in emergency management and/or security management.
*Significant refers to a depth and breadth of experience normally associated with full time performance of duties for a minimum of two (2) years of continuous service within the last five (5) years.
** Complex is defined as including the following characteristics: multidimensional, multiple sources of information to be analysed, and sensitive or confidential.
