Candidates may apply for Stream A (PC-02 Environmental Assessment Officer), Stream B (PC-03 Senior Environmental Assessment Officer), or both, and must demonstrate in their application how they meet the essential education and experience criteria for their selected stream(s). Knowledge, abilities, and competencies may be assessed through a written exam, interview, and reference checks and evaluated based on the criteria identified in this document that are relevant to each stream.
Environmental Assessment Officers (PC-02) and Senior Environmental Assessment Officers (PC-03) coordinate the department’s engagement in environmental impact assessments in the region, including those being assessed under Canada’s Impact Assessment Act, BC’s Environmental Assessment Act 2018, and/or the Yukon Environmental and Socio-economic Assessment Act. Environmental Assessment Officers collaborate with technical experts throughout the department to develop technical, scientific, and/or regulatory input, pursuant to departmental mandate, and engage with external stakeholders, other federal authorities, provincial and territorial governments, proponents and Indigenous groups. The work includes project management and the need to work in a fast-paced environment, often under tight legislative timelines. Other responsibilities include developing and/or contributing to the development of guidance and policy for the Environmental Assessment Program, briefing senior management, chairing meetings, supervising staff and general program delivery.
This is an anticipatory process, the purpose of which is to develop a pool of qualified candidates for positions in Environment and Climate Change Canada in Vancouver, BC and/or Whitehorse, YT only. The positions may have various tenures and security requirements. The selected candidate must be willing to relocate to Vancouver or Whitehorse.

Education:
• Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.
Note:
The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
Experience:
All Streams:
EX-01: Recent and direct experience* reviewing, evaluating or preparing scientific or technical data, information or documents in the context of assessing environmental impacts and risks from industrial projects (e.g., infrastructure, energy, mining).
EX-02: Recent and direct experience* providing written scientific or technical advice or recommendations on environmental issues, programs or projects.
EX-03: Recent and direct experience* collaborating** on environmental issues with officials from the federal government, provincial or territorial governments, Indigenous groups, municipalities, non-government groups, or industry.
*Recent and direct experience is defined as the depth and breadth of the experience normally associated with having conducted a range of activities over a minimum period of:
• Stream A: one (1) year within the past three (3) years.
• Stream B: three (3) years within the past five (5) years.
**Collaborating means working jointly on an activity, especially to produce or create something. Applicants must demonstrate their role was to collaborate and not just participate or attend.

AED-01: Graduation with an advanced degree (Master's or Phd) from a recognized post-secondary institution with acceptable specialization in a field relevant to the position.
Experience:

AEX1. Experience*** in Indigenous or stakeholder consultations.
AEX2. Experience*** contributing to development of environmental policy or guidance material
AEX3: Experience*** with scientific techniques and methods used to assess, predict, mitigate and monitor environmental impacts.
AEX4. Experience*** applying federal, provincial, or territorial environmental assessment or other environmental regulatory processes.
AEX-05: Experience*** leading or working in a team developing, coordinating, or implementing environmental studies, projects or programs.
Stream B (Senior Environmental Assessment Program Officer):

*** Experience will be evaluated in relation to duration, relevance, complexity and level of responsibility of the tasks that were carried out (depth and breadth). As such, it is important that the candidate clearly identify their role and involvement in examples cited.
