Work environment

We offer a team-oriented and caring work environment that includes work life balance. Our team is composed of a group of professional auditors and support teams, headed by the Chief Audit Executive, who reports directly to the Deputy Minister. We provide an independent and objective assurance and advisory service to departmental senior management and report on the adequacy of internal controls, governance and risk management.

Intent of the process

A pool of qualified candidates will be established and could be used to staff identical or similar positions with various tenures and/or security requirements within the Department of Employment and Social Development Canada and various Federal Government Departments across Canada.

Presently, the positions to be staffed are located at the designated workplace in Place du Portage - Phase IV, Gatineau (Quebec), located in the National Capital Region (NCR). Since the outset of the pandemic, ESDC has reinforced its position as a high performing organization by delivering critical programs and services to Canadians, even as we experienced major shifts in how we work. After a year of preparing, ESDC will begin implementing new flexible work model and the Internal Audit and Risks Management Branch is supporting hybrid work arrangements within the new flexible work model :

Hybrid Work Arrangements: a combination of work onsite and offsite (Virtual work/Telework), with onsite activities being done for reasons of efficiency, effectiveness or the requirements of the function. Employees may also be required to be onsite for specific organizational reasons including onboarding, training, collaboration, networking or all-staff meetings.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with specialization in a discipline relevant to the position (such as but not limited to, business administration, economics, finance, commerce, or accounting).

- Experience* in all phases of internal audit engagements.
- Experience* in preparing written materials for management (Director or equivalent level and above) that include advice and recommendations such as but not limited to briefing notes, presentations and reports.

* Experience is defined by the breadth and depth of experience associated with performing a wide range of related activities. This experience will be evaluated based on the scope, complexity and diversity of the activities performed.

ASSET QUALIFICATIONS - EDUCATION
CERTIFICATION
A recognized Canadian professional accounting designation (CPA, CA, CMA or CGA) or a professional audit certification from a recognized organization (CIA, CGAP or CISA).

Degree equivalency

ASSET QUALIFICATIONS - EXPERIENCE
- Experience in supervising employees or contracted resources.
- Experience in participating in the development of a Risk-Based Internal Audit Plan.
- Experience in leading internal audit teams

The Essential Qualifications and Asset Qualifications may be assessed using various methods of evaluation including, but not limited to, interviews, written exams, standardized tests, reference checking, simulation exercises, and performance management agreement verification.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

The essential qualifications that are listed in the statement of merit criteria are mandatory. Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.

An applicant may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
