Natural Resources Canada’s (NRCan) Office of Energy Efficiency leads Canadians to energy efficiency through policy guidance for the whole of government, both domestically and internationally, and through the delivery of major federal energy efficiency programs and incentives designed to increase awareness and further the advancement:
• of energy efficient technologies, products, codes, standards, and practices in the design and construction of new buildings and homes;
• in the industrial systems and processes of Canadian industries;
• in the design and promotion of energy efficient products and equipment; and
• in energy efficient labelling of products, new or existing construction and industrial facilities.

This inventory will be used to staff a variety of positions at the EC-05 or EC-06 group and level within Natural Resources Canada with employment tenures, language requirements, security requirements, conditions of employment and work locations that will vary depending on the needs of the position being staffed.
Job offers resulting from this inventory will be either Permanent (Indeterminate) or specified period (term or acting) appointments. Candidates will be randomly selected by extracting batches from the inventory for assessment purposes.
A pool of (fully or partially qualified) candidates may be established through this process to staff identical or similar positions within Natural Resources Canada with various tenures, various language requirements (English Essential, French Essential, English or French Essential, or Bilingual), linguistic requirements (imperative and/or non-imperative) and profile(s) (BBB/BBB, CBC/CBC, CCC/CCC, etc.), various security requirements (Reliability status or Secret clearance), various conditions of employment and for various locations.

▶ How does an inventory work?
An inventory is a selection process that can be used by various hiring managers to meet their current and future needs. As a result, you will apply only once to be considered for multiple job opportunities. Make sure you indicate which asset qualifications you meet as some may be invoked, depending on the position to be staffed.
▶ What does "Registered in the inventory" mean?
Once your application has been successfully submitted to the inventory, your status will be: "Date of disclosure of results: Listed in the inventory". This is an automatically generated message by the system. You will be informed by email if your application is being considered as part of a process generated from this inventory. This does not mean your application or candidature is accepted by the screening board. All candidates selected for consideration based on specific extractions from the system will be contacted to provide additional information. Indicate YES for the qualifications you feel you meet and NO for those you don’t.
▶ What happens if my application expires?
Your application will be kept in the inventory for 120 days. A notice will be posted in the "My Job File" menu of your account 7 days before your application expires. If you do not take this into account, your application will be deactivated and it will no longer be considered for submissions from this inventory. In the event that your application expires during the effective period of this inventory, a notice will be posted in your account. If you wish to confirm your interest and reactivate your application, select the "Renewal of my application" link.

🔸 During the application process you will be asked a series of questions in order to determine whether you meet the essential and asset experience qualifications. Your response to each question will be either a yes or no. We will periodically extract batches of candidates. If your application is extracted, you will be sent a take home written exercise where you will be asked to provide more detailed information and examples to demonstrate how you meet the essential and asset qualifications related to each extraction.
EDUCATION
ED1 - Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
EXPERIENCE (EC-05 AND EC-06)
NOTE: Depth and breadth of experience will differ at each level. This means that considerations such as complexity, depth, breadth and scope will have varying considerations depending on the position being staffed.
E1 - Experience building and maintaining effective working relations with stakeholders and partners, such as industry, civil society, Indigenous organizations, other level of government, etc.
E2 - Experience analyzing policy issues and developing strategic options and recommendations for Senior Management (Director level and above)
E3 - Experience in preparing comprehensive briefing materials and presentations for Senior Management or senior government officials
E4 - Experience participating or coordinating with working groups or teams to advance on issues, often *complex in nature.
EXPERIENCE (EC-06 only)
E5 - Experience leading consultations and directing working groups or teams to advance on issues which can often be *complex or diverse in nature.
*Complex issues are issues with at least two (2) of the following characteristics: multi-dimensional, multi-jurisdictional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service or having a potential for significant media coverage.
ASSET QUALIFICATIONS
NOTE: Candidates do not need to meet all asset qualifications and will be contacted for additional information if applicable to positions being staffed as a result of each inventory extraction.
AE1- Experience developing or producing Treasury Board Submissions, Memoranda to Cabinet or Budget submissions
AE2 - Experience in developing policy, legislative or regulatory recommendations for the consideration of senior management (Director-level or above)
AE3 - Experience in participating in the design and conduct of performance measurement or evaluation projects
AE4 - Experience in quantitative and qualitative research, including information/data collection, analysis and interpretation
AE5 - Experience in preparing reports on the interpretation of complex information/data
AE6 - Experience leading branch input into corporate reporting deliverables (i.e. Departmental Plan, Departmental Results Report, Departmental Risk Profile, etc.)
AE7 - Experience in developing and coordinating materials such as opening remarks, Questions and Answers and Issue notes for senior government officials
AE8 - Experience working in collaboration with Indigenous organizations and/or communities
AE9 - Experience supporting or conducting risk management analyses and the development of mitigation strategies
AE10 - Experience in policy and research in the field of energy efficiency or conservation
AE11 - Experience reviewing and analyzing agreements under the Constitution Act (e.g., self-governing agreements).
AE12 - Experience developing public opinion research (POR) questionnaires and external contracts
AE13 - Experience developing and/or implementing strategies that reduce environmental impact
