The Impact Assessment Agency of Canada is a federal body accountable to the Minister of Environment and Climate Change. The Agency delivers high-quality impact assessments that contribute to informed decision making on major projects in support of sustainable development. The Agency, through its delivery of impact assessments, serves Canadians by looking at both positive and negative environmental, economic, social, and health impacts of potential projects. Among its many responsibilities, the Agency:

• leads and manages the impact assessment process for all federally designated major projects;
• leads Crown engagement and serves as the single point of contact for consultation and engagement with Indigenous peoples during impact assessments for designated projects;
• provides opportunities and funding to support public participation in impact assessments.

Intent of the process

The initial intent of this process is to fill various EC-06 positions within IAAC with various language levels.

First consideration may be given to candidates self-identifying as an Indigenous person, visible minority and person with a disability.

A pool of qualified individuals resulting from this process will be created and used to fill similar positions within IAAC whose linguistic profile (English essential, French essential, bilingual imperative BBB/BBB, bilingual imperative CBC/CBC) as well as the duration (indeterminate, deployment, acting, assignment, secondment, term) could vary depending on the position.

EDUCATION:
The minimum standard to work in the Economics and Social Science Services (EC) Group is:
- Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note:
1. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE*:
EX1 – Experience in environmental/impact assessment**, or policy related to the environment and natural resources.

EX2 – Experience in analyzing, synthesizing, developing options and making recommendations on public policy matters and/or working on legislative, regulatory or legal initiatives.

EX3 – Experience in stakeholder, interdepartmental, intergovernmental or international engagement or negotiation.

*This experience requires that a candidate has performed this work as a material aspect of their job for at least two years.
**Environmental Assessment or Impact Assessment means a formal, evidence-based process to predict and assess the economic, social, health and environmental consequences of a proposed project before it is carried out. It does not include other environmental studies.

ASSET EDUCATION:
AE1 - Graduation from a recognized post-secondary institution with a professional degree in law.

AE2 - Graduation from a recognized post-secondary institution with a degree in Indigenous studies.

AE3 - Graduation with a Master’s degree from a recognized post-secondary institution with acceptable specialization in pure or applied sciences.

Degree equivalency

ASSET EXPERIENCE:
AEX1 - Experience developing or analyzing legislation or regulations.

AEX2 - Significant experience coordinating a Ministerial or other formal advisory body.

AEX3 - Significant experience establishing and maintaining relationships with internal and external stakeholders and Indigenous groups.

AEX4 - Experience in developing strategies, positions and/or recommendations for the negotiation and resolution of issues, including with Indigenous Peoples.

AEX5 - Experience in providing strategic policy advice focused on Indigenous issues and/or intergovernmental relations for senior managers (Director General or higher).

AEX6 - Experience working in law enforcement or regulatory enforcement.

“Significant experience” is defined as a range of activities that are part of the candidate’s primary responsibilities usually acquired over a period of two (2) years cumulative.

AEX7 - Experience developing Memoranda to Cabinet

Candidates must meet all the essential qualifications to be appointed to a position. You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks, self-assessments, candidate achievement record, etc.

Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

You must provide proof of your education credentials. If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. For more information please click on “Degree Equivalency” in the Education section above.

A cut-off score may also be used at any stage of assessment.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS:
It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of preapproved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process.

Management may choose to invoke an asset(s) at any point of the process.
