Fisheries and Oceans Canada is looking for dynamic and dedicated individuals to be part of our team of IT professionals from coast to coast. The intent of the process is to staff multiple IT Managers and Senior Advisor vacancies with varying specializations, locations, and security profiles. Some positions may require additional merit criteria.

EDUCATION (ALL STREAMS):
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Notes:
Indeterminate incumbents of positions in the IT Group on 09/12/2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT Group.
Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. EXPERIENCE (ALL STREAMS):
-Recent* and significant** experience in planning and delivery of IM/IT projects/products, or IT services.
-Recent* experience in formulating and presenting advice, analysis and recommendations to management (Manager/Director level and above) on complex*** IM/IT issues, policies or standards.
-Recent* experience establishing and maintaining working relationships with internal and/or external stakeholders in support of IM/IT.
STREAM 1: IT Manager
-Recent* experience in human resource management including capacity planning, staffing, supervision and performance management.
STREAM 2: Senior Advisor
-Recent* and significant** experience in leading research and development projects that includes strategic analysis of complex*** IT issues.
* Recent experience - Recent experience is defined as being within the last five (5) years.
** Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad-range of activities related to this task which is normally acquired over a period of at least two (2) years.
*** Complex issues must include at least two (2) of the following characteristics: multi-dimensional, classified, multi-stakeholder, setting a precedent or organizationally impactful. Applicants must clearly demonstrate the complexity of the issues.
EXPERIENCE (ALL STREAMS):
-Significant** experience delivering an IM/IT service in at least one of the following areas:
• Enterprise Architecture
• Change Management
• IT Infrastructure and/or Operations (i.e.: network, computers, email services, telecommunications or service management, etc.)
• Application Development
• Business Analyst
• UX Designer
• IT Security
• Database Development and Data Administration
• Service Delivery/Account Management
• Information Technology Service Management (ITSM) and ITSM processes
• Cloud Architecture
• Agile Project Management
• DevSecOps development
• Business Line Advisory Services (BLA)
STREAM 1: IT Manager
-Experience in financial management such as forecasting exercises and/or cost center budgeting and/or project costing and/or tracking burn rate of consulting resources and/or tracking employees time charged against project(s) and/or verifying financial system reports against allocated funding.
-Experience working in a multi-disciplinary team.
-Experience in the Government of Canada procurement process for IM/IT goods and/or services.
-Experience in planning, managing, delivering, or implementing complex*** IT projects.
-Experience in the Government of Canada procurement process for IM/IT goods and/or services.
-Experience working in a Product Management framework.
STREAM 2: Senior Advisor
-Experience in project management;
-Various IM/IT Certifications such as:
• Information Technology Infrastructure Library (ITIL) Certification.
• Agile Certification.
• Project Management Professional (PMP) and/or Prince 2.
• Information Technology Service Management (ITSM).
• Cloud Certifications (Amazon, MS, etc.)

**** Senior management refers to executive at the Director level or above (EX-01).
OPERATIONAL REQUIREMENTS (ALL STREAMS):
-Ability and willingness to travel.
-Ability and willingness to work overtime.
