The Courts Administration Service (CAS) provides services to the Federal Court of Appeal, the Federal Court, the Court Martial Appeal Court of Canada and the Tax Court of Canada.

Intent of the process

A pool of pre-qualified or fully qualified candidates may be created to staff similar or identical positions with various tenure, various linguistic profiles and security requirements within the Courts Administration Service.

Candidates may be evaluated further, for specific opportunities, on qualifications (including conditions of employment and operational requirements) that are deemed relevant to the positions to be filled, whether or not these qualifications have been listed on the job advertisement.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Successful completion of a diploma from a recognized post-secondary institution with acceptable specialization in a field related to the duties of the position or an acceptable combination* of education, training and experience related to the position.

Definition:
* Acceptable combination of education, training and experience related to the position is defined as a high school graduation (grade 12 or secondary V) and three years of work experience in a legal, judicial or quasi-judicial environment (Federal boards, commissions, tribunals or courts).

Degree equivalency

Experience working in the operations of a court registry OR board, commission or tribunal.

Experience interpreting and applying an array of legislations, rules, regulations and procedures in a judicial or quasi-judicial operational environment.

Asset Qualifications:

Graduation with a degree from a recognized university with an acceptable specialization in public or business administration or in any other field relevant to the position.

Degree equivalency

Recent* and significant** experience working in the operations of a federal, provincial, or municipal court registry OR with the operations of a federal, provincial or municipal board, commission or tribunal.

Experience working as a registry officer, hearings officer, tribunal officer, court clerk, or any position where support (including for hearings) is provided to judges, judicial officers or decision-makers, and/or members of the Public/Bar.

Recent* and significant** experience interpreting and applying an array of legislations, rules, regulations and procedures in a judicial (court registry) or quasi-judicial operational environment (such as a board, commission or tribunal), in the context set out above.

Recent* and significant** experience as a leader, director, manager or supervisor with the Federal Public Service, a federal board, commission or tribunal, OR with the Registry of a provincial or municipal court AND possession of valid financial and/or staffing delegations.

Experience with federal, provincial or municipal corporate services and related legislation and policies including (but not limited to): human resources (staffing), finance, security, facilities, procurement, and/or contracting.

Experience with performance management & setting work objectives for a team.

Experience conducting performance reviews & assessments

Willingness and ability to relocate to the city of Winnipeg (or within commuting distance) upon appointment. This must be confirmed in the application in order to be considered further.
Willingness and ability to travel by varied commercial modes of transportation.

A variety of tools and assessment methods may be used, which may include, but is not limited to written tests, interviews and reference checks. Other sources of information (such as performance agreements, work samples, board member knowledge, etc.) may be used to inform the assessment of the criteria identified on the Statement of Merit Criteria. Any information that you provide throughout this process, including email correspondence, may also form part of the assessment.

Asset qualification(s) may be applied in this selection process.

Candidates will be required to provide proof of their education credentials in the form of a diploma or official transcript.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.
