When submitting your application to this selection process, you will be required to answer screening questions to demonstrate how you meet the Essential Qualifications (Education and all Essential Experiences) as well as any Asset Qualifications (if applicable).
 
When answering the screening questions, remember that the assessment board cannot make assumptions about your Education and Experience. It is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples with significant details to explain WHEN, WHERE and HOW you acquired each qualification. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview.

Duties

The Analytical and Forensic Services Division(AFS) provides analytical and scientific advisory services, including, laboratory testing, reports and advice. AFS ensures that people and goods crossing our borders meet all requirements. We manage multi-disciplinary teams and provide specific and technical expertise to the Agency, other government departments/ agencies, international organizations, and clients with related interests.

STREAM 1:

Manages the multi-disciplinary activities of the Forensic Document Examination Section. Provides efficient analytical advisory and consultation services concerning forensic document and forensic facial identification analysis and investigation.

The work is performed at 14 Colonnade Road, Ottawa ON, K2E 7M6.

STREAM 2:

Manages the multi-disciplinary activities of the following sections:
o Customs Analysis
o Alcohol, Tobacco and Cannabis
o Contraband Drug Analysis

Provides efficient analytical, advisory and consultation services related to the development, interpretation and administration of legislation.

These services include the following:
o International trade
o Assessment, collection and refund of duties, taxes and levies
o Identifying various drugs and precursor chemicals in goods detained at the border

The work is performed at 79 Bentley avenue, Ottawa ON, K2E 6T7.

Work environment

The work is conducted in an office setting within a laboratory environment. Being in a laboratory environment requires a significant attention to detail, a fast pace work environment with tight deadlines and the workload can accelerate unexpectedly. The work requires adaptability and flexibility in order to meet operational needs and requirements.

Intent of the process

The immediate need is to staff three (3) positions. A pool of partially qualified candidates will be established from this selection process and may be used to staff similar positions with various tenures, within the Canada Border Services Agency.

EDUCATION (BOTH STREAMS):
Graduation with a degree from a recognized post-secondary institution in a natural, physical or applied science with specialization in a field relevant to the duties of the position.

Degree equivalency

EXPERIENCE (BOTH STREAMS):
-Recent* and significant** experience providing scientific advice to ***management, other departments/ agencies or stakeholders.

-Significant** experience conducting analysis in a forensic science laboratory or in the critical evaluation of scientific analytical data for regulatory purposes.

-Experience in consulting and negotiating with other government officials, with industry representatives or non-governmental organizations.

-Significant** experience overseeing a team, group or employees performing forensic work, analytical work or research.

-Significant** experience in performing forensic or analytical science activities under a quality assurance environment.

*Recent experience is defined as the experience usually acquired over a period of two (2) years within the last five (5) years.
**Significant experience is defined as five (5) years hands-on work experience.
***Management means manager level and above.

-Experience managing budgets (planning, approving and tracking expenses within a budget).

-Experience in managing multidisciplinary scientific teams in an accredited laboratory (or with an ISO quality control system or equivalent).

EXPERIENCE (STREAM 1):
-Experience of physics/pattern evidence interpretation (Forensic Document Examination) and/or digital/ multimedia evidence interpretation (Forensic Facial Examination) within the forensic sciences.

EXPERIENCE (STREAM 2):
-Experience working on illicit drugs, tobacco, customs, health products or food for regulatory purposes.

OPERATIONAL REQUIREMENTS:
-Willingness and ability to work overtime on occasion.
-Willingness and ability to telework on occasion.
-Willingness and ability to travel.

Candidates must meet all the essential qualifications to be appointed to a position.

In order to manage the number of applications in this selection process, the assessment committee may choose to use top-down review of scores at any stage to determine the number of applicants who will be considered in future stages of the process. . Please note that even if you achieve the established pass mark for the assessments in this selection process, the committee may decide to use a higher cut-off point. Asset qualifications and organizational needs may also be considered at the screening stage.

Only the candidates with the highest ranking could be invited to the next stage of the evaluation.

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations.
