Duties

We are seeking professional Environmental Specialists to deliver a diverse portfolio of environmental projects and/or program of work on behalf of clients related to contaminated sites, greening government/sustainability and/or environmental management and compliance. Candidates are encouraged to apply for as many of the streams that interest them.

You will be responsible for project management (e.g. scope, schedule, & budget oversight) including First Nations and stakeholder engagement, and providing technical and strategic advice to clients and/or senior management.

Public Services and Procurement Canada manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada's real property expert. Our Pacific Region extends from the Canada/US border to the Arctic, including British Columbia and the Yukon Territory. Our real property professionals include office accommodation specialists, architects, engineers, environmental scientists, real estate experts and asset and facility managers. Our work in delivering services is equally diverse; it includes construction and repairs to federal correctional facilities, research laboratories, border crossings, remote harbours as well as office fit-up in owned and leased facilities.

Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

EXP1
*Significant and **recent experience in one of the following disciplines:

Stream 1 –Contaminated Sites:
• Conducting or managing environmental projects which include assessment, risk assessment and remediation of contaminated sites

Stream 2 – Sustainability/Greening Government:
• Conducting or managing environmental projects involving sustainable buildings management such as studies or assessments related to the following: energy efficiency, water conservation, wastewater management, sustainable use of resources, non-hazardous waste management, LEED, Green Globes or BOMA

Stream 3 – Environmental Management and Compliance:
• Conducting or managing environmental projects which involves the development and implementation of environmental management system; and designing compliance programs to meet environmental regulatory requirements

EXP2 (All Streams):
*Significant and **recent experience in project management in the environmental field (e.g. scope development, terms of reference preparation, schedule development, contract management, budget tracking and control, work team management, and/or acceptance of deliverables).

EXP 3 (All Streams):
Experience in providing strategic and technical advice on environmental issues to management (i.e. manager or supervisor)

EXP 4 (All Streams):
**Recent experience in collaborating with First Nations and/or other government departments and/or other levels of government and/or stakeholders such as industry

DEFINITIONS

*Significant is defined as the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate’s responsibility. It will be assessed on the basis of scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities.

**Recent experience is defined as experience acquired in the last five (5) years.

Master’s degree from a recognized post-secondary institution in a field relevant to the duties of the position.

ASSET CERTIFICATION (All Streams):
Certificate as a Project Management Professional (PMP) from the Project Management Institute (PMI).

ASSET EXPERIENCE (All Streams):

AE1 **Recent experience in supervising staff

AE2 **Recent experience participating in the development and evaluation of a Contract with Task Authorization (CTA) or Standing Offer agreement (SOA) process

AE3 Experience conducting or managing ecological and human health risk assessments in accordance with federal, provincial, territorial requirements.

AE4 Experience with implementing the requirements of ISO 14001 and OHSAS 18001.

ASSET EXPERIENCE (Stream 1):
AE1 Experience as a Departmental Representative (DR) in contract management and administration including: identifying requirements, developing scope of work and specifications, tendering via Acquisition (i.e. BuyandSell), monitoring the general contractor progress and performance

ASSET EXPERIENCE (Stream 2):
AE1 Experience in sustainable certification of crown-owned buildings (i.e. BOMA, LEED)

ASSET EXPERIENCE (Stream 3):
AE1 Experience in conducting hazmat assessments and management of an abatement project including consultant and general contractor
