Our goals is to grow ATIP Analysts from a PM-01 (entry-level) to a PM-04 (senior level). Although the length varies according to competencies and individual progression, it tends to take three to four years to achieve senior level.

Who is Transport Canada?

Transport Canada is responsible for transportation policies and programs. We promote safe, secure, efficient and environmentally responsible transportation. What does that mean? We inspect airplanes, ensure railways operate safely and set the rules for ports and airports. We also support new technologies and test them while promoting sustainable transportation such as electric vehicles. What is ATIP?

As we conduct our business, we create and receive a lot of information to which Canadians can request access. The Access to Information Act gives the Canadian public a right to access information contained in federal government records.

As an ATIP Analyst, you would be responsible for assessing important records to determine what information can be disclosed and what information should be protected in accordance with provisions for exclusions and exemptions specified in the Acts. The ATIP Analyst interacts with those requesting information, with various employees of the department, with other government institutions and third parties that need to be consulted on their information. Client focus and negotiation skills are definitely assets for this job.

The Privacy Act gives Canadians the right of access to information about themselves held by the federal government. Information about individuals may be disclosed only with their consent or if it is found to be in the public interest. The ATIP analyst is responsible for safeguarding personal information from disclosure, and for responding to individuals’ requests about their information.

Intent of the process

This is an anticipatory process to create a pool of qualified candidates to fill positions at the Junior Officer (PM-01) level in the Prairie Northern Region and in the Quebec Region. Qualification in a pool may not result in a nomination for a position identified in this process.

OPERATIONAL REQUIREMENTS
• Willingness and ability to work overtime occasionally and sometimes on short notice.

Written Exam
Applicants will be evaluated on their abilities to communicate effectively in writing and to interpret policies and legislation, a section of the application to this process is devoted to the written exam assessing these criteria.

The following are some of the expected behaviours for each of these competencies :

Ability to communicate effectively in writing
• Candidate writes without or with very few grammatical, spelling or punctuation errors.
• Text is well structured and logical.
• The candidate clearly and concisely defines messages, important points and issues.

Ability to interpret policies and legislation
• The candidate demonstrates an ability to understand the Access to information Act and Privacy Act (the Acts) and key facts.
• The candidate is able to articulate the purpose and main points of the Acts in their own words.
• The candidate is able to demonstrate tangible differences between the two Acts.

Interested persons must meet each essential qualification to be appointed to the position.

A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
