The selected person will benefit from a hybrid mode of work organization that gives the possibility of working from home and face-to-face from the CED office in Montreal.

Intent of the process

In order to build a diversified workforce, CED may limit their selection to candidates who have self-identified as belonging to one of the following equity groups: aboriginal people, persons with disabilities, women and visible minorities.

The intent is to fill two (2) indeterminate (permanent) full-time positions.

This process may be used to establish a pool of qualified or partially qualified candidates that may be used to staff similar positions with various tenures within Canada Economic Development for Quebec Regions and other departments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
A degree* from a recognized post-secondary institution with specialization in business administration, accounting, commerce, finance, economics or or in any other bachelor’s specialization combined with relevant experience OR an acceptable combination of education, training and/or experience.

* The term "degree" refers to a bachelor's degree, as established by the appropriate educational authorities.

Degree equivalency

EXPERIENCE
EX1-Experience in business development and in providing services to a business clientele, for example during meetings with partners and advisory services to entrepreneurs;
EX2-Experience in evaluating, recommending and monitoring project proposals from companies or non-profit organizations (NPOs), for example project feasibility, financial health or risk analysis;
EX3-Experience writing reports or memos to senior management* for decision-making.
(*Director level and above)

* "Senior Management" is defined as managers at the Director level or above.

KNOWLEDGE
-Knowledge of the business environment of companies, of the current issues and challenges they face as well as how to tackle these issues.

AEDU1-Master's degree from a recognized university with a specialization relevant to the position (such as business administration, finance, etc.).

ASSET - PROFESSIONAL CERTIFICATION
-Hold the title of Chartered Professional Accountant (CPA) of Québec

ASSET EXPERIENCES AND KNOWLEDGE
AEX1- Experience in evaluating financial statements;
AEX2- Experience in developing partnerships with businesses and not-for-profit organizations, e.g. industry associations, horizontal associations, economic development organizations and universities;
AEX3- Experience in collaboration and project development with indigenous peoples and their communities.
AK1- Knowledge of the Quebec security and defense industry.

OPERATIONAL REQUIREMENTS
OR2- Willingness to travel occasionally;
OR3- Willingness to do overtime occasionally;
OR4- Possession of a valid driver's license, or the ability to move around to an extent usually associated with the possession of a driver's license.

ORGANIZATIONAL NEEDS

EVALUATION:
- The candidates contacted will have to complete a portfolio which will consist of highlighting their achievements including references. A template will be provided to candidates. Reference checks may be sought.
-“Express interview” type sessions will be organized in the offices of the Department in Montreal. Applicants must be willing to travel to participate in in-person interviews.

Depending on the number of candidates, management may choose to use a top-down, wave-based selection process at various stages of the process to determine the number of candidates who will move on to the next stage.
Please note that candidates at the same group and level or equivalent may be considered first.

Preference

Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
