Duties

Procurement Assistance Canada (PAC) within Public Services and Procurement Canada (PSPC) in the Atlantic Region provides a diverse and inclusive work environment, often in a virtual context backed by a small yet strong and integrated team. PAC is responsible for delivering an effective outreach and engagement strategy in Atlantic Canada to provide information to businesses, particularly small and medium enterprises, about how to navigate the federal procurement system and how to do business with the Government of Canada in order to create a more open, fair and inclusive procurement process. We work collaboratively to ensure our senior management has the best policy advice we can give to support decision making and excellent client service to all of our stakeholders. If you join our team, we’ll count on your leadership, analytical skills, and self-direction to explore opportunities to reach under-represented groups in federal procurement and support various procurement priorities of the Government of Canada including innovation and green and social procurement initiatives (green businesses, businesses owned or led by women, businesses owned by Indigenous peoples, businesses in minority official language communities, and businesses in multicultural communities).We’ll also depend on your interpersonal skills to build and maintain effective stakeholder relationships.

Intent of the process

The immediate need is to staff one (1) position on an indeterminate basis, with a bilingual imperative BBB/BBB linguistic profile, in one of the following locations: Halifax, NS, Sydney, NS, Moncton, NB, Saint John, NB, Charlottetown, PEI, Corner Brook, NL or St. John's, NL.

A pool of candidates may be established through this process to staff similar positions at an identical or equivalent group and level with various linguistic requirements and various security profiles at Public Services and Procurement Canada in the Atlantic Region.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Degree equivalency

EXPERIENCE
Significant experience* in analyzing and interpreting information or data from a variety of sources.

Experience liaising with a variety of stakeholders (e.g. government departments/agencies, non-governmental organizations, private sector entities) to advance organizational mandates

Significant experience* in drafting a variety of documents, such as background papers, briefing notes, memos, summaries, speaking notes or presentations for management**

*Significant experience is defined as the depth and breadth of experience that would normally be acquired with the regular performance of those duties over a minimum of 2 years.

**Management is defined as a supervisor/superior at the Manager level or above.

EDUCATION
Master’s degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics or discipline related to the position.

Degree equivalency

EXPERIENCE
Experience in conducting policy/economic analysis or research

Experience in strategic planning and/or in corporate reporting

Experience in analyzing procurement requirements and providing advice to clients
