Duties

The CER is looking for individuals in the following two streams:

STREAM 1:
Indigenous Engagement Coordinators: Individuals who are personable, nurturing and knowledgeable of Indigenous culture. Reporting to the Director of Crown Consultation, the Indigenous Engagement Coordinator works in a team environment to help plan and deliver the CER’s Crown consultation activities with Indigenous communities. Duties of the position:
• Develop various written materials, such as agenda, meeting minutes, presentations, official letters, briefing notes;
• Record, summarize, and track issues heard from Indigenous communities in an organized and accessible manner;
• Help maintain accurate and complete records of the Crown Consultation Team’s interactions with Indigenous communities and project proponents;
• Research and analyze matters relating to Indigenous peoples and prepare advice to colleagues and management to support strategic planning;
• Assist with the assessment of a proposed energy project’s impacts on the rights of Indigenous communities using appropriate technical and regulatory principles, standards, and methods; and
• Contribute to continually improving the CER’s Crown consultation processes, tools, and methodologies.

STREAM 2:
Socio-Economic Analysts: Working in the Energy Adjudication Business Unit, Socio-Economic Analysts’ primary focus is providing advice to the Commission on matters related to socio-economic impacts (e.g., impacts to the rights of Indigenous peoples, company consultations, lands, etc.) of proposed or existing energy projects. This involves assessing energy project applications and producing analysis and advice to support regulatory decisions. Socio-Economic Analysts understand and apply linkages between assessment and compliance techniques.

The Socio-Economic Analyst will provide support in the implementation of application assessment principles and techniques as well as engagement principles and techniques.

Intent of the process

Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis.

Education:

Graduation from a post-secondary institution with a degree in: Indigenous studies, public policy, law & society, sociology, political science, environmental sciences, history, anthropology, rural/urban regional planning, economics or any other specialization related to the duties of the position.

Degree equivalency

Experience:

E1: Technical experience in one or more of the following:
• assessment of impacts to the rights and interests of Indigenous peoples
• socio-economic assessment,
• consultation/engagement,
• dispute resolution/conflict management, or
• land acquisition and landowner/industry interaction.

E2: Experience in research and analysis of information from a wide range of sources.

E3: Experience providing strategic advice or recommendations.

Asset Qualifications:

• Learn basic knowledge of environmental, socio-economic or landowner/right-of-way assessment principles in CER context.

Information on employment equity

1. The CER has a classification system that differs from the greater public service. This NEB-07 position is similar to an EC-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

2. Salary: Effective 1 November 2021 NEB-07, $67,200 to $81,757 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis depending on work location
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)

Job Development Ladder: These positions are part of a job development ladder and future promotion may occur upon successful completion of the training and development requirements and provided they meet the merit criteria and conditions of employment for each level of the job development career ladder without an advertised staffing process.
