This process will be used to staff positions in the following two (2) streams:
STREAM 1: Review Officer
STREAM 2: Dispute Resolution Officer

The review and dispute resolution officers within the Office of Canadian Ombudsperson for Responsible Enterprise (CORE) play a crucial role in supporting and providing dispute resolution processes including mediation and investigation for allegations of human rights abuses arising from the operations abroad of Canadian companies in the garment, mining, and oil and gas sectors.

These positions offer the opportunity to work on emerging business and human rights issues and to build relationships with different clients and stakeholders. Work environment

The Canadian Ombudsperson for Responsible Enterprise (CORE) is an ombud institution with a business and human rights focus, the first of its kind in Canada and the world. Individuals, communities and groups can submit complaints to the CORE about possible human rights abuses arising from the overseas operations of Canadian garment, mining, and oil and gas companies, and the CORE will work with the complainant and the company to resolve issues and will make recommendations to remedy any harms caused.

Please note that this position requires a physical presence in the office; part time attendance is required at this time. The operational needs of the CORE do not allow for full-time telework.

Intent of the process

The current need is to staff one (1) Review Officer position and one (1) Dispute Resolution Officer position within CORE with the language requirement bilingual imperative CCC/CCC on an indeterminate basis. A pool of partially qualified OR fully qualified candidates resulting from this process may be established and may be used to fill similar positions within Global Affairs Canada with various tenures and various linguistic profiles.

EDUCATION - Streams 1 and 2:
A degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE - Streams 1 and 2:
E1. Experience drafting written reports detailing facts, providing analysis and making findings or conclusions.
E2. Experience making recommendations to management (ex: Supervisor or Director) on file, program or project components.

EXPERIENCE - Stream 1: Review Officer:
E1. Significant* experience conducting investigations.

EXPERIENCE - Stream 2 - Dispute Resolution Officer:
E1. Significant* experience in the processing of complaints or grievances.

*Significant refers to the depth and breadth of experience associated with having performed a broad range of activities over approximately two (2) years.

ASSET QUALIFICATIONS - Streams 1 and 2:
AED1. A graduate degree from a recognized post-secondary institution in law, political science, policing, international affairs or other field related to the duties of the position.

Degree equivalency

AE1. Experience working in the area of responsible business conduct (RBC).
AE2. Experience working in the area of international human rights.
AE3. Experience working with under-served communities including but not limited to language minorities, Indigenous peoples, members of LGBT2Q+ communities, migrant workers, ethnic minorities or racialized persons.
AE4. Experience working in an ombud office, national or regional human rights institution, or independent review or oversight agency.
AE5. Experience working internationally or with an international or multi-lateral organization or body.
AE6. Experience communicating with clients, partners or stakeholders in languages other than English or French.

ASSET QUALIFICATIONS - Stream 1 : Review Officer:
AE1: Experience conducting systemic investigations or studies including of wider policy or legal issues.
AK1: Knowledge of research methodologies.

ASSET QUALIFICATIONS - Stream 2 : Dispute Resolution Officer:
AE1. Experience conducting consensual dispute resolution processes such as negotiation, mediation or conflict resolution.
AE2. Experience in conflict analysis including making recommendations for managing or resolving disputes.

ORGANIZATIONAL NEEDS:
