For the purpose of staffing within the federal public service, the term Aboriginal is used, as per the Employment Equity Act, to define a North American Indigenous person as members of First Nations, Inuit or Métis. North American Indigenous people or members of First Nation include treaty, status or registered Indigenous people, as well as those non-status and non-registered. Indigenous Services Canada (ISC) is the Federal department responsible for working with First Nations, Inuit, and Métis peoples to improve their access to high quality services. Our vision is to support and empower Indigenous peoples to independently deliver services and address the socio-economic conditions in their communities.
The primary operations of Indigenous Services Canada, First Nations and Inuit Health Branch in Alberta are located in Edmonton. Travel opportunities throughout Alberta may exist depending on the role. The work performed can be fast paced and demanding, but also very rewarding.
The First Nations and Inuit Health Branch (FNIHB) supports the delivery of public health and health promotion services on-reserve and in Inuit communities. It also provides drug, dental and ancillary health services to First Nations and Inuit peoples regardless of residence. The Branch also provides primary care services on reserve in remote and isolated areas, where there are no provincial services readily available.

Due to the COVID-19 Pandemic, many employees of Indigenous Services Canada are currently working remotely. We are actively exploring returning to the office, although a hybrid teleworking arrangement may be available, at the manager’s discretion or based on operational requirements. The position will be located in an Indigenous Services Canada office in Edmonton, AB, or Calgary, AB.
In alignment with the First Nations Inuit and Health Branch Aboriginal Peoples Employment Program and in support of increasing Aboriginal representation in areas having the most impact on program delivery and health outcomes of FNIHB’s target population, selection may be limited to candidates self-identifying as belonging to Aboriginal peoples. Aboriginal candidates will be required to complete the Affirmation of Aboriginal Affiliation Form (AAAF) prior to hiring.
These positions may be staffed on a permanent (appointment or deployment) or temporary basis (term, acting, assignment or secondment).
A pool of qualified or partially assessed candidates may be established and may be used to staff similar positions at this group and level with various language requirements, various security requirements, various conditions of employment, various tenures (acting, assignment/secondment, deployment, term and/or indeterminate), and in various locations within the Federal Public Service.

Education:
• Bachelor’s degree from a recognized post-secondary institution in health, social sciences, public health or public administration or in another field relevant to the position.
NOTE: An acceptable combination of education, training and/or experience will be considered.
Experience:
• Significant* experience providing strategic advice and recommendations to senior leadership** and partners on operational/program issues.
• Significant* experience in the management and delivery of an education, health, or social services program with a multimillion dollars annual budget.
• Significant* experience in the management of human resources, including leading, supporting and managing a multi-disciplinary team.
• Significant* experience in implementing policy and/or strategic organizational direction.
• Experience engaging, developing and maintaining partnerships with First Nations or Indigenous organizations and/or government partners.
*Significant is defined as the depth and breadth of experience usually acquired over a period of 2 years.
** Senior leadership is Director-level (EX-01) and above including Chief Executive Officer, Chief and Council, etc.
Asset Experience:
• Experience in working and delivering services in social programs including but not limited to education, health, mental health, child welfare and others.
• Experience working with First Nations, Inuit, and/or Métis.
• Experience delivering programming for First Nations, Inuit and/or Métis children.
• Ability to communicate in an Indigenous language.
• Indigenous public service experience (i.e.: community government office, land claim or service delivery organization, National Indigenous Organizations).
• Experience working in a remote and isolated First Nations or Inuit community.
• Experience working with the federal, provincial or territorial government.
• Experience in managing benefits and/or call centre operations.
• Experience with Non-Insured Health Benefits.
• Experience with Jordan’s Principle Initiative.
• Experience working with Indigenous peoples in mental health and addictions.
Asset Abilities:
