Duties

STREAM 1: As a data analyst at Elections Canada, you will support the organization’s business lines with insights gained from analyzing an array of qualitative/quantitative data sets using statistical tools and methodologies.

STREAM 2: As a data strategy analyst, your duties will include supporting the development and implementation of projects, programs, policies and processes related to Elections Canada’s 2028 digital strategy.

BOTH STREAMS: In all roles, you will present your work to management and your peers, through reports, presentations and briefing materials.

Finally, you will also have opportunities to build and maintain partnerships with internal and external stakeholders.

About Elections Canada:

The Office of the Chief Electoral Officer, commonly known as Elections Canada, is an independent, non-partisan agency that reports directly to Parliament. Its mandate is to:
• Be prepared to conduct a federal general election, by-election or referendum
• Administer the political financing provisions of the Canada Elections Act
• Monitor compliance with electoral legislation
• Conduct public information campaigns on voter registration, voting and becoming a candidate
• Conduct education programs for students on the electoral process
• Provide support to the independent commissions in charge of adjusting the boundaries of federal electoral districts following each decennial census
• Carry out studies on alternative voting methods and, with the approval of parliamentarians, test alternative voting processes for future use during electoral events
• Provide assistance and cooperation in electoral matters to electoral agencies in other countries or to international organizations

We are currently hiring EC-04 data related positions in multiple directorates. We are looking for candidates who are interested in at least one of the following areas:
• Research;
• Data science;
• Data Strategy (delivery of data-related policies and programs);
• Business intelligence.

Intent of the process

The immediate intention of this process is to staff one term position and three indeterminate positions.

A pool of fully or partially qualified candidates may be established to staff similar positions at Elections Canada with various tenures and various linguistic profiles.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

For example, the course requirement can be attained in programs such as: mathematics, computer science, data science, accounting, and/or finance.

An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.

Degree equivalency

EXPERIENCE:
BOTH STREAMS: Significant** experience collecting and synthesizing large amounts of information and data from various sources.

BOTH STREAMS: Significant** experience using a statistical software (for example SAS, SPSS, STATA, Python or R).

BOTH STREAMS: Experience in one or more of the following domains:
• Machine learning;
• Statistical analysis;
• Public opinion research;
• Business intelligence.

BOTH STREAMS: Experience writing reports and delivering presentations.

STREAM 2: Significant** experience supporting the planning, development, implementation and/or monitoring of projects, programs or services.

Significant** is defined as experience normally associated with having performed a broad range of related activities for a period of at least one (1) year.

ASSETS EXPERIENCE:
Experience developing data visualization tools (for example using Power BI, Tableau, RShiny, D3 or other).

Experience using a version control system to manage coding projects (example: GitHub, GitLab or Teams Foundation Server).

Experience in selecting and evaluating analytical methods and tools and/or business processes in order to make recommendations.

Experience in various data management disciplines such as:
• Data collection, processing and validation;
• Data governance; and
• metadata development and data sharing

Experience applying Gender-based analysis plus (i.e. intersectional analysis).

Experience participating in working groups and/or project teams with multiple stakeholders.

Experience in developing, implementing and/or maintaining policies and processes to guide and direct programs, initiatives or action plans.

Experience providing strategic advice or recommendations to a supervisor or manager on policy or programs.

Experience in developing training or awareness tools.

ASSETS KNOWLEDGE:
Knowledge of Gender-based Analysis Plus processes and practices.
Knowledge of machine learning algorithms and models.
