The Canadian Transportation Agency has many types of PM-03 positions in different directorates and teams across the organization.
Your role as a Facilitator: To review and attempt to resolve a high volume of complaints by air passengers against airlines, based on an analysis and thorough understanding of applicable terms and conditions of carriage, legislation, regulations, international conventions and jurisprudence. You will respond to related inquiries from the public, private sector, industry and other governmental entities regarding complaints, standards, practices, issues, trends and the Agency's dispute resolution mandate and processes; and to occasionally undertake research and special projects that will help in the effective and efficient resolution of air travel complaints.
Your role as a Licensing and Charters Officer: To analyze and evaluate applications and support documents from licensed and unlicensed air carriers to operate international charter flights; research complex applications for licence and Charter permits; and make recommendations to management and Agency Members for decision; and participating in special projects as required.

This poster is an inventory from which a pool of partially or fully qualified candidates may be established through this process to staff future positions with various tenures (indeterminate, determinate and acting) with similar requirements, various language requirements and profiles and various security requirements, which may vary according to the position being staffed.
Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIAL QUALIFICATIONS
EDUCATION:
Completion of a minimum of two years of post-secondary education from a recognized institution or an acceptable combination of education, training and/or experience.
EXPERIENCES:
• Experience in conducting research and analyzing lengthy documents and complex information.
• Experience in preparing written documents to report facts, analysis, findings or recommendations (such as but not limited to briefing notes, reports, correspondence).
• Experience in delivering client services or programs that require providing information or explanations.
ASSET QUALIFICATIONS
EDUCATION:
Graduation with a degree from a recognized post-secondary institution in a field related to the position being staffed (e.g., travel and tourism, business, arts, social sciences, law or another discipline related to the positions being staffed).
EXPERIENCES:
Experience in working in an administrative tribunal.
Experience in applying air carrier conditions of carriage, legislation or regulations in the context of regulating, delivering, or supporting an air service.
Experience resolving complaints or supporting decision-makers' resolution of complaints.
Experience in analyzing legislation, directives, policies, or guidelines to make recommendations.
Experience dealing with air transportation service providers or aeronautical authorities from Canada or foreign countries.

Applicants must complete the Public Service Entrance Exam Unsupervised Internet Test as part of the screening for this selection process. This exam consists of two sub-tests: the Test of Reasoning and the Test of Judgement. While all applicants are asked to take the first sub-test, you will only be invited to take the second sub-test if additional information is required to complete the assessment. You will have 90 minutes to complete the Test of Reasoning and 75 minutes to complete the Test of Judgement (if required). You must complete the test(s) before you submit your application for this position.

Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Volume management strategies (Cut-off scores, top-down or random selection) may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
Preference will be given to veterans first and then to Canadian citizens and permanent residents, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
