Duties

Conduct research, analysis, development, testing and implementation of changes to the department/agency's software solutions and services.

Design, develop, test, implement and maintain software solutions on various technology platforms and support quality assurance activities.

Produce programming or test specifications, write new or modify existing code and produce technical documentation such as user guides and related documentation.

Participate in the selection, installation, configuration, testing and development of software tools and ensure adherence to the department/agency's programming, testing and development standards.

Provide technical advice, application assistance and delivers training sessions to internal and external clients.

Support the development of departmental/agency work processes, standards and guidelines.

Participate as a member on projects, lead short-term projects and/or review/monitor work of contractors.

Intent of the process

This process will be used to staff 1 immediate term position.

A pool of candidates may be created to staff similar positions with various linguistic profiles and tenures (indeterminate, specified term, acting, assignment, deployment, secondment).

EDUCATION
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Indeterminate period incumbents of positions in the IT group on Dec 7, 2021, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

Degree equivalency

EXPERIENCE
• At least one of the following:
o Recent1 and significant2 experience in providing application development maintenance and support for PowerBuilder applications.
o Recent1 and significant2 experience in providing application development maintenance and support for C# applications using Visual Studio.
o Recent1 and significant2 experience in providing application development maintenance and support for MS Power Applications.

• Recent1 and significant2 experience in writing Structured Query Language (SQL) code
• Recent1 and significant2 experience in analyzing and resolving application software issues.

1 - Recent refers to experience normally acquired within the last five (5) years.
2 - Significant refers to a depth and breadth of experience in the IM/IT field that would normally be acquired over a period of one (1) or more year(s).

KNOWLEDGE
• Knowledge of IT security principles and practices; including technical safeguards to protect IT application and data services
• Knowledge of best practices to write well designed, testable, efficient code;
• Knowledge of Transact-SQL (T-SQL) for querying and updating databases;

EDUCATION
• A bachelor’s degree from a recognized university or a three (3) year diploma from a recognized college with specialization in Computer Sciences, Computer Engineering or any other field related to the position.

CERTIFICATION
• ACERT1- Professional Certifications: i.e. ITIL Foundation, Project Management, Certified Software Development Professional.
