Duties

As a new analyst in Analytics and Performance Measurement (APM), you would be asked to work on projects such as:
• Conducting analysis on factors which are correlated with voter turnout during previous elections
• Improving existing analytical tools by creating more user-friendly versions in Power BI or D3
• Predicting how potential changes to the Elections Canada Act could affect voter turnout
• Providing on-going analytical support to the electoral operations during a general or a by-election
• Supporting corporate initiatives related to data governance and digital transformation

As a new analyst in Enterprise Data and Information Strategy (EDIS), you would be supporting primarily data analytics functions. You would be asked to:
• Conduct analyses to meet internal client requirements
• Prepare analytical documents, briefings, recommendations, dashboards, presentations, and reports, using data visualization tools for regular and ad hoc reporting
• Participate in analytics projects
• Support a data consulting service for internal clients which helps to define their data needs and advises on how to meet these needs
• Support corporate initiatives related to data governance, data literacy, and digital transformation

About Elections Canada:
The Office of the Chief Electoral Officer, commonly known as Elections Canada, is an independent, non-partisan agency that reports directly to Parliament. Its mandate is to:
• Be prepared to conduct a federal general election, by-election or referendum
• Administer the political financing provisions of the Canada Elections Act
• Monitor compliance with electoral legislation
• Conduct public information campaigns on voter registration, voting and becoming a candidate
• Conduct education programs for students on the electoral process
• Provide support to the independent commissions in charge of adjusting the boundaries of federal electoral districts following each decennial census
• Carry out studies on alternative voting methods and, with the approval of parliamentarians, test alternative voting processes for future use during electoral events
• Provide assistance and cooperation in electoral matters to electoral agencies in other countries or to international organizations


About the position:
We have 2 data analyst positions available at Elections Canada in the Analytics and Performance Measurement (APM) division and the Enterprise Data and Information Strategy (EDIS) directorate.
If you have expertise in collecting and analyzing data, preparing written reports and presentations to showcase your findings, this position might be of interest to you.

Analytics and Performance Measurement Division of Elections Canada:
The APM team works to fulfill Elections Canada’s mandate by providing various services such as:
• Record linkage to maintain the Register of National Electors
• Provide quality estimation on various internal data sources, including the Register of National Electors
• Generate analytical reports to support strategic projects and corporate initiatives
• Disseminate results through presentations and data visualizations
APM conducts analysis primarily using statistical software such as SAS, SQL, Excel, Power BI and D3. We work mainly with internal clients, researchers, other government departments and other electoral management boards.

Enterprise Data and Information Strategy Directorate of Elections Canada:
The EDIS team is responsible for the enterprise’s data and analytics services. It works to fulfill Elections Canada’s mandate by ensuring that Elections Canada has access to sound data to understand the needs of Canadians and to inform its business decisions, and that Elections Canada is the authoritative source of information about the electoral process for Canadians. EDIS leads initiatives related to data integration and harmonization, data governance, data literacy, and data analytics.

Intent of the process

The immediate intention of this process is to staff one indeterminate and one term position.
A pool of fully or partially qualified candidates may be established to staff similar positions at Elections Canada with various tenures and various linguistic profiles

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.
NOTE: Candidates must always have a degree. The courses* for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

*For example, the course requirement can be attained in programs such as: mathematics, computer science, data science/data analytics, accounting, and/or finance.

EXPERIENCE:
Experience collecting and analyzing large amounts of information and data from various sources
Experience using a statistical software or database query language (ex: SAS, SPSS, STATA, Python, R or SQL/MS Access).
Experience writing reports, designing and delivering presentations.

KNOWLEDGE:
Knowledge of data analysis techniques

ABILITIES:
Ability to communicate effectively in writing
Ability to communicate effectively orally
Ability to perform data analysis and present results

ASSET EXPERIENCES:
Experience developing data visualization tools (for example using Power BI, Tableau, RShiny, D3 or other)
Experience using a version control system to manage coding projects (example: GitHub, GitLab or Teams Foundation Server)
Experience in application of data science, machine learning or artificial intelligence methods, tools and processes
Experience in application of principles and techniques of research including:
o hypothesis formulation and validation;
o Data source identification or data collection design; and
o model design and interpretation;
