Duties

Works with a project team to develop statement of works, schematic designs, specifications, implementation plans, cost estimates, budgets, resourcing strategies, risk management analyses and contingency plans.
Engagement/communication with stakeholders, on project feasibility studies and reports to recommend the best options for the project.
Works with a project team to approve plans, specifications, design drawings, shop drawing to ensure compliance with codes and original documents, and identifies necessary clarification/changes.
Evaluates and reviews tender documents to make recommendation for contract awards with the Procurement team
Responsible for all financial aspects of projects, scheduling and report of both.
Carries out site inspections with subject matter experts throughout the life of the project, to ensure compliancy with environmental acts, industry codes/standards, safety regulation, and compliance with contract specifications.
Conducts quality assurance and control monitoring through the project.

Intent of the process

The immediate need is to staff three positions on an indeterminate basis, with various linguistic profiles and an Enhanced RCMP Reliability clearance.

A pool of candidates may be established and may be used to staff anticipatory positions in Ottawa (Ontario), Halifax/Dartmouth (Nova Scotia), Fredericton (New Brunswick), St John’s (Newfoundland) and/or Surrey/Whitehorse (BC/YK), Edmonton (Alberta), Winnipeg (Manitoba)

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM.

EDUCATION:

Successful completion of approved post-secondary school training with specialization in building, engineering or Architectural technology or related discipline or a combination of education, training and experience and/or employer approved alternatives.

Degree equivalency

EXPERIENCE:

Significant* and recent** experience leading a multi-disciplinary real property project team of public and/or private sector resources, responsible for the management of complex new construction and/or major renovations projects and associated contracts related to real property.

Experience in the development, coordination and evaluation of consulting services contracts and other contracts related to real property project delivery.

Experience in conducting site visits, quality assurance of contract documentation, control monitoring of construction progress and inspection of Real Property Project throughout the project life-cycle.

* Significant is defined as the depth and breadth of experience normally associated with the execution of a diverse range of complex activities within a real property project management environment that are normally acquired over a period of three or more (3) years.

* Recent is defined as the experiences attained within the last seven (7) years.

New construction and/or major renovation projects (completed) are defined as projects incorporating major building components (such as, but not limited to, roof assemblies, foundations, mechanical systems, building envelopes, etc.).

Accreditation as a Project Management Professional via the Project Management Institute; or Prince II Foundation Accreditation or other recognized Project Management Accreditation.

Degree equivalency

ASSET EXPERIENCE:

Experience using computer aided design software (such as AutoCAD).
Experience in applying, technical or trades knowledge within a construction environment.
Experience in developing project schedules.
Experience in developing project estimates.

OPERATIONAL REQUIREMENTS

The project manager will be exposed to hazardous conditions on project sites and will have to exercise caution when exposed to these conditions and as such will need to use of approved PPE when on site.

Ability and willingness to travel to remote locations, which may include travel by small aircraft.

Ability and willingness to work occasional overtime, when and as necessary.
