You will be guiding and mentoring analysts and economists and helping to consolidate and enhance the Department’s highly recognized economic and policy analysis capacity and have the opportunity to help the organization grow its expertise through the advice and support that you provide to senior management.

Intent of the process

The intent of this process is to staff up to [three] indeterminate positions. A pool of qualified candidates may be established and used to staff similar positions across Canada within Environment and Climate Change Canada with various tenures (Term, Assignment, Secondment, Acting, Indeterminate, Deployment), various security levels and various language requirements which may vary according to the position being staffed.

EDUCATION:
ED1: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.*

* Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
EX1: Significant* experience in providing strategic advice to senior management**;

EX2: Significant* experience in preparing strategic or economic analyses, reports, or briefing materials for senior management**

EX3: Significant* experience developing and maintaining collaborative working relationships with a variety of stakeholders

EX4: Experience leading teams and preparing work plans;

* Significant is defined as the depth and breadth of experience normally associated with the performance of those duties for at least two consecutive (2) years.

** Senior management refers to the level of administration (e.g. Director General, Assistant Deputy Minister, Vice-President, Deputy Minister, Minister or equivalent) in the private or public sector

ASSET QUALIFICATIONS:
AED1: Master's degree from a recognized post-secondary institution in a field related to the position to be staffed.

Degree equivalency

AEX1: Experience in strategic or operational planning processes;
AEX2: Experience in the production and quality control of public corporate or departmental reports;
AEX3: Significant* experience in developing or managing performance measures and\or performance measurement frameworks;
AEX4: Significant* experience in corporate risk management;

AEX6: Experience in policy work related to environmental issues;
AEX7: Experience working on staffing processes.

ORGANIZATIONAL NEEDS:

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at Environment and Climate Change Canada (ECCC). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of ECCC’s control. Overall, the process may take several weeks or months to complete.
