Duties

An analyst role at TBS comprises primarily of positions that apply knowledge of economics, sociology or statistics to research, analyze, evaluate and provide recommendations on the economic or sociological effects of projects, programs or policies.

Intent of the process

TBS is committed to building a skilled and diverse workforce that reflects the Canadians we serve. The intent of this process is to create a pool as an employment equity source of talent for hiring managers, which consists of candidates who self-identify as a member of one or more of the following employment equity groups: Aboriginal persons, person with disabilities, and members of visible minorities. When you apply to this selection process, you are not applying for a specific position, but to be considered for future vacancies. As positions become available, applicants who will be found qualified in the pool may be contacted.

A pool will be created and may be used to fill similar positions with various linguistic profiles (Bilingual Imperative - BBB/BBB; Bilingual Imperative - CBC/CBC; Bilingual Non-Imperative - BBB/BBB; Bilingual Non-Imperative - CBC/CBC or English Essential. Tenures (indeterminate, deployment, acting, assignment, secondment, specified period) may also vary according to the position to be staffed.

EDUCATION:
For both streams (EC-05 & EC-06)
-Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
For both streams (EC-05 & EC-06)
-Experience in building and maintaining partnerships with various stakeholders such as but not limited to federal government officials or other orders of governments, Indigenous communities, Black and/or other racialized communities and academia.

EXPERIENCE:
EC-05 stream only
-Experience in providing oral advice and contributing to recommendations to support decision-making*(The decision-maker can be an individual or group ((eg. A supervisor, board, committee));
-Experience in preparing a wide range of written documents such as but not limited to reports or presentations to support decision-making* (The decision-maker can be an individual or a group ((eg. A supervisor, board, committee));
-Experience in conducting research, analysis and synthesizing information from various sources.

EXPERIENCE:
EC-06 stream only
-Experience in providing strategic advice, making recommendations and presenting briefing materials to senior management* (Senior management is considered as a position with executive decision-making authority whether of government department, company or organization);
-Experience in preparing a wide range of written documents, such as but not limited to, reports or presentations for senior management* (Senior management is considered as a position with executive decision-making authority whether of government department, company or organization);

Conditions of employment

Secret security clearance - Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• reference checks
• previous employment
• open source checks
• credit/financial status

For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. ADDITIONAL INFORMATION:
