This selection process is composed of three (3) different IT-03 IT Team Leader, IT Software Solutions position streams. You can apply to all, one or two streams based on your experience.

Stream A: BI / ADVANCED ANALYTIC DEVELOPMENT
Stream B: BIG DATA ETL DEVELOPMENT
Stream C: PLATFORM SUPPORT

Duties

KEY ACTIVITIES – COMMON TO ALL STREAMS

Supervises work teams and leads project teams in the planning, design, development, testing, implementation, integration, maintenance, and support of software solutions and services for clients.

Conducts or coordinates business analysis, feasibility studies and impact analysis of software solution requirements and produces supporting technical reports and documents. Recommends alternatives and solutions to address opportunities for service enhancements that optimize business value.

Provides specialized technical advice and guidance to management, colleagues and clients on the design, development, integration, testing, implementation and maintenance of IT applications, software and tools. Conducts cost-benefit analyses, prepares reports and develops documentation for software solutions. Recommends and implements improvements to work processes, standards, procedures and services.

Represents the team in meetings with managers, clients, technical staff, and suppliers in order to obtain agreement on requirements for services or the resolution of technical issues.

Leads projects and provides advisory services and functional leadership to project teams composed of technical staff and contractors, on complex technological issues affecting the development, testing, implementation, integration or maintenance of software solutions and services; and manages funds allocated to projects.

Supervises and provides leadership to analysts and technicians, and ensures their ongoing professional development.

ED1:
Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.

2. Indeterminate incumbents of positions in the IT group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. 3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. EX1: Experience* providing advice and recommendations to clients and management (manager level and above) on complex** IT issues, solutions or requirements.

EX2: Experience in coaching or mentoring employees in an IT operations or IT development context.

EX3: Experience leading at least one of the following: IM/IT projects or teams, or IT services.

*Experience will be evaluated in terms of length, complexity and diversity of work experience that was a core part of the candidate’s employment.

**Complex is defined as situations where there are little details, information is vague or incomplete coming from one of many sources and where various levels of consultation and validation are required.

STREAM B: BIG DATA ETL DEVELOPER

EXB1: Experience in developing data pipelines using at least one of the following technologies:
• Oracle GoldenGate for Big Data
• Azure Databricks and/or Azure Data Factory
• Apache Spark, Apache Sqoop and/or Apache Hive
• Other similar data pipelines technology

STREAM C: PLATFORM SUPPORT

EXC1: Experience administering supporting or maintaining at least one of the following technology platforms:
• Microsoft Azure Cloud platforms such as but not limited to Azure Data Lake Storage, Azure Data Factory and/or Azure Databricks
• Statistical analysis software such as but not limited SAS, IBM SPSS, IBM Cognos Analytics
• Geomatics/GIS COTS platforms
• Hadoop ecosystems (HDFS, Ranger, Yarn, Atlas, Hive, HBase etc.,)
• Open-source programming languages for data science such as but not limited to R, Python, Julia
• Self-service data visualization software such as but not limited to Tableau, Microsoft PowerBI, SAS Visual Analytics
• Enterprise data governance software such as but not limited to InfoSphere – Information Governance Catalog, Colibra

Depending on the number of applicants and the human resources needs and/or plans, volume management strategies may be used for the purpose of managing applications to determine the candidates who will continue in the next steps of the staffing process. Such volume management strategies might include: screening of applications based on the Asset Qualifications, random selection, top-down approach and/or establishment of cut-off scores.

All information obtained throughout the selection process, from the time of application to the conclusion of the process, may be used for evaluation purposes.
