Key duties and responsibilities of the President, Communications Research Centre Canada (CRC) position include:
- Leadership of the federal government’s primary laboratory with state of the art infrastructure and equipment for research and development in wireless technologies. CRC is using leading edge technologies such as AI, Cloud Computing, data analytics and employs approx. 200 people of which 60% are researchers. CRC is an integral component of ISED and its Spectrum and Telecommunications Sector (STS) and, through its research program, is ideally positioned to meet the challenges of the rapidly growing wireless communications sector.
- Overall custodianship responsibilities of ISED’s Shirleys Bay Campus. The Campus has over 100 buildings that support over 1300 research personnel across multiple other federal government departments.
- Leadership of corporate functions covering Science, Campus, IT/Research Support, Finance, Security, Governance and Administration Support for the organization. CRC also leads departmental science initiatives such as: IP, Open Science, and Scientific Integrity.

EDUCATION:
1) Graduation with a degree from a recognized post-secondary institution.
EXPERIENCE:
1) Experience, at an executive level (or director level and above in the private sector), in building collaborative relationships and strategic partnerships with governmental or non-governmental organizations.
2) Significant* experience in providing strategic advice and briefing senior government or private sector executives on complex issues**.
3) Significant * experience in managing an organization or a team in the field of telecommunications, information technology, broadband or digital inclusion or other relevant field.
4) Significant* experience in managing human*** and financial**** resources.
Definition:
* Significant experience is defined by the depth and breadth of the experience associated with having performed a broad range of complex activities normally acquired over a period of two (2) consecutive years
** Complex issues: are issues with at least two (2) of the following characteristics: multidimensional; sensitive; confidential; affecting many partners or stakeholders; precedent setting; having a major impact on organizations; or having a potential for significant media coverage. Candidates need to clearly demonstrate the complexity.
***Managing human resources is defined by having recruited and supervised staff, assigned work, managed and assessed performance as well as developed staffing and succession plans. Applicants must also indicate the number of employees they managed.
****Managing financial resources is defined by having managed and been accountable for a budget. This experience is defined as being responsible for sound financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

ASSET QUALIFICATIONS:
EDUCATION:
1) Master’s degree or PhD from a recognized post-secondary institution with a specialization in a field related to the duties of the position.
EXPERERIENCE:
1) Experience managing a complex budget involving elements such as: investment decision-making, managing multiple sources of funding, managing conflicting financial priorities, managing capital expenditures or acquisitions, etc.
2) Experience in managing in a state of the art technological environment.
3) Experience in leading the development of complex economic, social or spectrum policy documents, Memoranda to Cabinet, or Treasury Board submissions.
4) Experience in providing policy, regulatory, or program advice to senior management.
5) Experience in managing a Grants and Contributions Program.
6) Experience in leading or managing program delivery or operations from distributed offices across Canada.
KNOWLEDGE:
1) Knowledge of spectrum management regulation or wireless services and standards.
2) Knowledge of technical and operational network resilience principles, inclusive of cyber security.
