The Data Science team (SICY) is looking for a Senior Data Scientist at the EC-05 level to join its dynamic and growing team. Focused on experimentation, teamwork and collaboration, we are recognized for our innovative, data-driven approach in assisting programs who have specialized analytics needs or have specific questions that cannot be answered through traditional analytics. The Senior Data Scientist will support the organization’s business lines with insights gained from analyzing internal/external and qualitative/quantitative data sets using data science tools and methodologies. The work requires knowledge of data science and its lifecycle, including data capture, data extraction, warehousing, cleansing, processing, mining, predictive analytics, modeling, reporting, visualization and business intelligence.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
An indeterminate incumbent of a former ES position on June 30, 1967 who became an EC on June 22, 2009, who does not possess the minimum level of education as indicated for Part A above is deemed to meet this minimum educational standard based on his/her education, training and/or experience.
EXPERIENCE
E1: Recent* and significant** experience using data analysis and modeling tools (e.g., R, Python).
E2: Recent* and significant** experience working with large structured and unstructured data sets to test, hypotheses, build models and guide evidence-informed decision-making.
E3: Significant** experience in communicating the results of analyses through reports, briefings and presentations to management and relevant stakeholders.
E4: Significant** experience in leading multi-disciplinary team projects
Recent* experience is defined as experience within the last 5 years.
Significant** experience is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum period of 2 years within the last 3 years.
ASSET QUALIFICATIONS
Graduation with a Master’s degree from a recognized university with a specialization economics, sociology or statistics.
AE1: Recent* experience installing and configuring data analysis and modeling tools (e.g., R, Python).
AE2: Experience working with Cloud-based data science tools.
Recent* experience is defined as experience within the last 5 years.

KNOWLEDGE
K1: Advanced knowledge of statistical methodologies and techniques and their application (e.g., time series analysis, decision trees and classification models).
K2: Knowledge of SQL and relational database principles.
K3: Knowledge of data collection methodologies (e.g., sampling) and techniques and their implementation (e.g., web-scraping, interaction with APIs).
